Mechanical Engineer

WORK LOCATION : LILONGWE, MALAWI (U.S. CONSULATE)

PROJECT DURATION : 16 MONTHS WITH EXPECTED FOLLOW-ON WORK WITHIN THE DoS PROGRAM

New Embassy Campus in Lilongwe Malawi, the Warm Heart of Africa. The campus will consist of a 4-story New Office Building (NOB / chancery), several annex buildings, a swimming pool, a recreation facility, a parking structure, and a Marine Security Guard Residence (MSGR), built on 16 acres. The position functions as the Mechanical Engineer, providing OBO / Lilongwe a full range of critical engineering and construction quality assurance and management and technical oversight of the Lilongwe NEC Project. This position is established to support and assist OBO / Lilongwe in ensuring the completion of the project in accordance with contract requirements.

• Performing technical inspections of mechanical work, monitoring the contractor's quality control program, and reviewing project drawings and specifications to ensure compliance
• Ensuring that the contractor is performing the required contract work in accordance with the design documents
• Reviewing engineering shop drawings and determine if the contractor has complied with the final design parameters
• Performing quality assurance tasks, ensuring contractor's work is properly inspected and corrective actions take place; ensuring materials meet contract and reviewing contractor submittals for compliance with contract requirements, and resolving conflicts
• Monitoring the construction contractor's quality assurance and safety program
• Observing onsite construction and determining if construction elements are being installed, formed, and executed properly
• Monitoring construction progress vis-a-vis the project schedule and submitting weekly progress reports with recommendations based on the technical review of project documents and field inspections
• Performing technical inspections of the mechanical elements of the project
• Preparing construction reports detailing construction progress and identifying any problems with the construction process related to the incumbent's area of expertise
• Evaluating contractor's proposed remedy and formulating solutions for the Project Director / Construction Manager
• Ensuring work on the site construction is performed to U.S. standards; the incumbent should have current working knowledge of acceptable products and procedures
• Reviewing design documents (drawings and specifications) that the A / E prepares, as well as performing quality assurance for the construction project in his / her technical area of expertise
• Developing working knowledge of all technical requirements of project
• Providing quality assurance for ongoing construction project
• Reviewing contractor submittals
• Preparing responses to Requests for Information (RFI)
• Evaluating proposed submittal substitutions with engineering implications and making recommendations to the Project Director
• Coordinating the development of Independent Government Estimates (IGEs) for modifications and change orders
• Reviewing and evaluating design calculations and data from an engineering perspective
• Preparing Monthly Progress Report summarizing project status, with emphasis on engineering
• Performing other related duties as assigned by the Project Director
