  • Position Overview

    This position is responsible for building relevant partnerships in Tamil Nadu to promote skilling in schools and managing a State level Project Management Unit based out of the Education Department, Tamil Nadu. This role requires to work on a strategic roadmap to execute the project, coordinate for the monitoring and tracking of the project, manage data collection, and coordinate with external & State parties (State Board, SCERT, Sector Skill Councils, Vocational Training Providers, P.S.S.C.I.V.E. and other components of the Education Department (Samagra Shiksha), etc.) for the successful delivery of vocational education project, and to bring innovation in the project at the state level.

    Key Responsibilities

    Strategic Partnerships & Stakeholder Management :

  • Identify, approach, and build lasting, collaborative relationships with key government bodies, private organizations, and sector influencers.
  • Develop and execute tailored engagement strategies for different partner types, from the State Board and SCERT to Sector Skill Councils and training providers.
  • Act as the primary liaison for the Samagra Shiksha mission, providing expert support in planning, execution, and monitoring of skill education activities.
  • Project Leadership & Data-Driven Execution

  • Manage the State Project Management Unit (PMU), ensuring the effective end-to-end implementation of the skill education program.
  • Own the project's Monitoring & Information System (MIS), leveraging data analytics to provide real-time insights, track progress, and guide decision-making for state officials.
  • Develop comprehensive monitoring strategies, reports, and presentations that clearly communicate project impact, challenges, and opportunities to senior leadership.
  • Policy & Operational Excellence

  • Draft high-quality policy notes, concept papers, official communications, proposals, and SOPs to advance the project's objectives.
  • Lead budgeting and planning for vocational education components in collaboration with government partners.
  • Organize and facilitate high-level meetings, workshops, and events with multiple stakeholders.
  • Stay abreast of the latest government schemes and policies to identify new opportunities for program enhancement and interdepartmental collaboration
  • Requirements

    Minimum Qualifications & Experience

  • A Bachelor's degree in any stream; a technical or education-related field is a plus.
  • 5-8 years of progressive experience, with a significant portion in :
  • Managing Government PMUs or leading large-scale public sector project implementation.
  • Working directly with senior state-level bureaucrats on policy, guidelines, and strategic presentations.
  • The skill development, education, or livelihood sector.
  • Exceptional ability to build trust, negotiate, and persuade senior officials and partners.
  • Proven expertise in technical project writing, data analytics, and creating powerful presentations (Word, PPT, Excel).
  • Proficiency in managing and analyzing large datasets using Excel; experience with data visualization tools is desirable.
  • Outstanding written and verbal communication skills in both English,Tamil and Hindi.
  • Preferred Qualifications & Experience

  • A Post-Graduate degree in Social Work, Education, or a related development field.
  • Experience in people and team management.
