EAII Advisors Evidence Actions technical partner in India supports state governments in delivering evidence-based public health programs including safe drinking water initiatives and school and Anganwadi-based National Deworming Day and iron and folic acid supplementation. Operating across 10 states EAII Advisors provides technical assistance to ministries of health education water and women and child development reducing health burdens in impoverished communities and improving the long-term wellbeing of children and families.

The Role

This position will report to the State Program Lead Uttar Pradesh and work closely with the state team. You will represent our Iron and Folic Acid (IFA) Supplementation and National Deworming Day (NDD) programs at the divisional and district levels providing technical assistance to strengthen the implementation of the states Anemia Mukt Bharat (AMB) initiative and NDD campaign in line with government guidelines.

Currently we support the IFA supplementation programme for children and adolescents (6 months to 19 years) across 27 of the 75 districts in Uttar Pradesh. You will oversee activities in three to four districts ensuring interventions are carried out smoothly and effectively.

Responsibilities

Advocacy

  • Serve as the primary point of contact for divisional district and block officials fostering strong working relationships with senior administrators in Health Education ICDS and others in alignment with state office guidance.
  • Represent Evidence Action in divisional review meetings (where held) District Coordination Committee meetings District Health Society meetings for AMB and other district / block-level forums of Health ICDS and Education. Ensure such meetings are convened regularly and used to address challenges and plan for successful outcomes.
  • Advocate for expansion of the IFA program in assigned districts and blocks with special focus on engaging private schools private school associations and school chains to increase coverage.
  • Work with district health officials to ensure inclusion of budgets and IEC strategies in annual NHM Program Implementation Plans (PIPs).
  • Engage with representatives of development partners and stakeholders at district and block levels as guided by the state team.
  • Provide support to the Department of Health on other school health programs as guided by the state team.
  • Program Implementation

  • Coordinate with the state team including the tele-calling unit to address the needs of assigned districts.
  • Travel for approximately 15 days each month within designated districts to offer on-site support and guidance adhering to organizational guidelines. This includes conducting a set number of monitoring visits to drug distribution sites such as Village Health and Nutrition Days (VHND) and schools holding meetings with government officials and stakeholders and addressing other program priorities.
  • Collaborate with the Health and Education departments to coordinate drug need assessments. Ensure that iron and folic acid (IFA) supplies are requisitioned and distributed on time while monitoring the supply chain all the way to the last mile. This will involve enhancing the existing logistics information systems and building the capacity of supply chain personnel.
  • Facilitate the rollout of the IFA training cascade (6 months19 years) at district and block levels. Monitor sessions and identify opportunities to orient and sensitize officials and staff from relevant departments on IFA supplementation and their role.
  • Work with districts to plan and execute IEC activities within available budgets ensuring standard IFA messages are integrated.
  • Support process monitoring through training observations and field visits to schools Anganwadi centers and communities. Share observations with district officials (e.g. District Magistrate CMO) for corrective actions.
  • Supervise short-term consultants (resource persons) engaged in monitoring ASHA facilitators to improve IFA syrup coverage among under-5 children and support the transition of these responsibilities to Community Health Officers (CHOs).
  • Support planning and monitoring of IFA implementation in private schools including coordination with private school associations and school chains to ensure training participation and reporting compliance.
  • Ensure timely submission of monthly reports and HMIS data by coordinating with block and district officials. Share daily status updates with the state team and document program progress success stories and lessons learned.
  • Proactively participate in District and Block Level Review meetings. Assist district and block officials in preparing presentations and analyzing program data to inform decision-making.
  • Prepare monthly / quarterly district-specific action plans based on field visits and data review highlighting bottlenecks and key actions in consultation with the State Program Lead.
  • Proactively perform all duties as assigned by the State Program Lead coordinate with colleagues and support other program staff as required.
  • Requirements

  • Bachelors degree (or higher) in Public Health Nutrition Social Work Management or a related field along with 45 years of experience in the development sector.
  • Direct program implementation experience in public health or nutrition (e.g. maternal and child health micronutrient supplementation school health programs) is highly desirable
  • Proven track record of coordinating government health initiatives at the district and sub-district levels in Uttar Pradesh with effective engagement of government officials. Experience working closely with District Collectors and other district-level officers is essential
  • Effective communication skills in Hindi for day-to-day work and in English for reporting and documentation including the ability to prepare clear reports presentations and email correspondence. Knowledge of local languages or dialects would be an advantage
  • Proficiency in computer applications including Microsoft Office (Excel Word PowerPoint) and Google Suite (Docs Sheets etc.) for data management and reporting tasks. Demonstrated ability to analyze basic program data (e.g. coverage numbers training attendance) and interpret results to drive improvements
  • Willingness to travel extensively (approximately 70% of the time) within assigned districts and across the state. Must have a valid two-wheeler or four-wheeler driving license and preferably access to a personal vehicle for field travel.
  • Ability to work independently while being a collaborative team player with strong problem-solving skills and commitment to improving health and nutrition outcomes for children and communities.
