Job Summary :
Meenaar Global Consultants LLP (MGC) is looking for a seasoned Project Manager to lead a Project Management Consultant (PMC) team overseeing multiple oil & gas, energy and infrastructure projects. You will translate strategic objectives into executable plans, manage construction and commissioning activities, coordinate cross‑functional teams and ensure safe, compliant and cost‑effective delivery of complex infrastructure initiatives
Key Responsibilities
- Develop and maintain comprehensive project schedules, work‑breakdown structures and resource plans to align with client targets and internal milestones
- Oversee construction supervision across pipelines, compressor stations, distribution networks or other major facilities, ensuring all work meets contractual specifications and industry standards
- Coordinate mobilisation and deployment of site managers, field engineers, ERP / SAP specialists and stores personnel across multiple locations, adjusting resources to meet evolving work fronts
- Manage inventory and materials : supervise receipt, inspection, storage, issue and reconciliation of materials using ERP / SAP systems; ensure timely preparation of vouchers and accurate stock reporting
- Certify measurements and process contractor invoices; prepare periodic liability statements and capitalisation documentation
- Supervise mechanical completion, commissioning and start‑up activities; review and approve procedures and performance tests
- Implement and enforce HSE management plans; conduct regular safety audits and ensure compliance with personal protective equipment and work‑permit requirements.
- Prepare regular progress and reconciliation reports; lead review meetings with clients and contractors; ensure timely resolution of issues and adherence to timelines
- Support vendor performance evaluations and assist with claim resolution and arbitration matters
Key Performance Indicators & Key Result Areas
Deliver monthly progress and reconciliation reports within agreed timelinesProvide quarterly liability statements and contract closure recommendations on scheduleEnsure commissioning and start‑up milestones are completed within approved timeframesMaintain resource availability above 90 % per site and achieve timely mobilisation of required personnelProduce accurate and timely inventory reports, stock declarations and physical verification recordsAchieve zero major HSE incidents and full compliance with quality and safety standards.Project planning & scheduling
Develop and maintain an overall construction schedule and work‑breakdown structure for all GAs, aligning with customer internal targetsPrepare activity lists, milestones, network diagrams, cost estimates, cash‑flow projections and inspection plans using Primavera / SAP PS.Monitor critical-path activities and provide look‑ahead / catch‑up plans to ensure adherence to scheduleConstruction management & supervision
Oversee construction supervision for steel / MDPE / GI pipelines and CNG / LCNG / LNG / DRS / MRU facilities, ensuring work is executed as per tender specificationsReview and approve construction methodologies and QA / QC procedures submitted by contractors; ensure compliance with PNGRB T4S, OISD, ASME and other standardsCoordinate with execution agencies to deploy adequate manpower at multiple work fronts and mobilise additional resources when requiredLiaise with statutory authorities to secure permissions for pipeline laying, road restoration and regulatory clearances.Resource & team management
Develop resource deployment schedules for each GA; ensure timely mobilisation of Resident Construction Managers, site engineers, SAP engineers and store managersMaintain quarterly resource availability above 90 % per GA; manage leaves and performance evaluations; provide guidance and training to site staff.Material & store management
Oversee stores management across GAs : receipt, inspection, storage, issue, return and reconciliation of materials through SAPEnsure timely preparation of GRV, SIV, MRN and MTN entries; maintain weekly store reports, monthly stock declarations and quarterly physical verification reportsManage utilisation of surplus stock, proper preservation of materials and preparation of material reconciliation statementsDocumentation & billing
Oversee contractors’ bills and service entry sheets, certify measurements and maintain reconciliation statementsPrepare quarterly liability statements, capitalisation documents and project cost reports; ensure accurate recording of material transactions for asset capitalisation.Oversee preparation and review of technical documents : site sketches, engineering drawings, material take‑offs, as‑built drawings and final close‑out reportsQualifications & Skills
B.E. / B.Tech. in an engineering discipline; Prima Vera, MS Projects, Gantt Chart is advantageousAt least 12 years’ experience managing construction and commissioning of large‑scale energy or infrastructure projects, with 5 years in a leadership role.In‑depth knowledge of project management, contract administration, and relevant industry codes and standards; strong familiarity with ERP / SAP for material and billing managementDemonstrated capability to lead multi‑disciplinary teams, coordinate with regulatory and statutory bodies, and manage external contractors and vendorsExceptional communication, negotiation and risk‑management skills and a proven track record of enforcing HSE compliance.Other Details :
