The AIR 5428 Pilot Training System partners with the Australian Defence Force for development of its military pilot workforce at four operating bases, RAAF Base East Sale, RAAF Base Pearce, RAAF Base Edinburgh, and RAAF Base Williamtown. Implementing a tailored learning solution, Lockheed Martin leads the delivery of this approach for all Royal Australian Air Force, Royal Australian Navy and the Australian Army candidates; as well as supporting operations for other key Australian Defence Force aviation units.

Primary responsibility of the Senior Subcontract Administrator is to effectively and efficiently progress work packets to the Subcontractor; validate the delivery of services and close out financial elements. Review of quotes and proposals and, subsequently supplier selection will be ongoing as  customer needs evolve. The role will also involve working with the primary contract administration team and the procurement team, to develop subcontract policies, procedures and work instructions.  The subcontract team is small so there is a requirement for cross training and to cover each role to support team members to take adequate leave.

Your responsibilities will include :

  • Contribute and drive the development, coordination of draft subcontract specifications, work statements, and terms and conditions for the procurement of materials / products and services, including :

RFQs and RFIs

  • Bid packages / quotations
  • Task Priced / Survey & Quote Services
  • Pre-Authorised Ad Hoc Services orders
  • Proposal analysis and evaluation
  • Selecting / recommending subcontractors
  • Negotiating subcontract provisions
  • Writing tasking instructions and managing the orderly archiving of tasking artefacts
  • Management and coordination of the provision of services from subcontractors for the Program
  • Contribute to the development of supplier relationships in support of current and future AIR5428 supply chain requirements in line with the relevant phases of the Program
  • Oversee and support monthly internal and external subcontractor performance reporting
  • Undertake and support subcontractor invoice / task management, including status reporting and invoicing transactions; including finance business activities
  • About you :

  • Even under pressure, with multiple high priority tasks to complete, you remain calm, focussed and above all kind and courteous to your work colleagues, stakeholders and customers
  • You are effective despite your stakeholders working across the country with different time zones and priorities
  • Your ability to produce accurate and concise meeting minutes is second to none
  • You have relevant experience in a similar role performing subcontract management activities (i.e. subcontract development, negotiation and management)
  • You have experience using Atlassian products – (Jira and Confluence)
  • Experience in one or more of the following would be highly regarded but not essential :

  • End to end supply chain management including sourcing, procurement, vendor performance and contract administration
  • Understanding and application of contracting and procurement principles, concepts, practices and standards
  • Experience in contract, legal and / or procurement administration
  • Special Requirements :
