Overview
The Senior Business Analyst will play a pivotal role in driving the successful implementation of enterprise e-Governance programsby ensuring requirements clarity, alignment with business goals, and compliance with CMMI maturity practices. The position demands expertise in requirement elicitation, business process re-engineering, stakeholder management, and traceability models. The analyst will act as a key liaison between business users, technical teams, and governance committees throughout the project lifecycle.
Key Responsibilities
- Lead end-to-end requirements engineering—elicitation, analysis, documentation, and validation process areas.
- Analyse existing government businessprocesses and identifygaps, redundancies, and improvement opportunities for digital transformation.
- Prepare detailed Business Requirements Documents (BRD), Functional Requirements Specifications (FRS), and Use Case Models.
- Develop user stories, processmaps, and acceptance criteria with measurable KPIs.
- Conduct feasibility studies and assist in defining businesscases and return-on-investment justifications.
- Ensure business analysis activities follow defined CMMI-compliant and ISO frameworks and documentation standards.
- Maintain bidirectional traceability betweenrequirements, design, and validation artifacts.
- Support Process and ProductQuality Assurance (PPQA) audits by providing traceability evidence and process adherence reports.
- Participate in Continuous ProcessImprovement (CAR, DAR) activities to refine organizational business analysis practices.
- Engage with senior government officials, end users,and vendor teamsto align project outcomes with e-Governance objectives and citizen service needs.
- Facilitate JointApplication Design (JAD) and requirement workshops to gain consensus and resolve ambiguities.
- Coordinate with architecture and technology teams to ensure business needs are accurately translated into system functionalities.
- Create stakeholder communication plans and progressreporting dashboards for governance committees.
- Support the development of test plans,scenarios, and scriptsbased on business requirements and acceptance criteria.
- Validate deliverables during UAT and ensurerequirement coverage and sign-off readiness.
- Participate in defect triage and requirement change impact assessment as per Configuration Management practices.
- Maintain project documentation repositories aligned to standards.
- Prepare periodic project performance and business analysisreports highlighting requirement stability, change trends, and traceability indices.
Required Skills and Competencies
- Minimum 5 and 7 years of experience as a BusinessAnalyst in enterprise IT or e-Governance domain.
- In-depth understanding of government process re-engineering, citizenservice delivery models, and digital governance frameworks.
- Strong command over BPMN 2.0, UML, and processmapping using toolssuch as Visio or Bizagi.
- Hands-on experience with requirement management tools (e.g., JIRA, IBM DOORS, Azure DevOps).
- Knowledge of CMMI processareas—especially REQM, RD, PPQA, CM, DAR, CAR—pertinent to analysis and documentation would be a added advantage.
- Excellent analytical, presentation, and stakeholder engagement skills.
- Strong documentation, visualization, and communication capabilities.
Educational Qualification
- Bachelor’s degree in Engineering, IT, Computer Science,or related field;Master’s degree preferred.
- Mandatory certification in Business Analysis(CBAP®, PMI-PBA®, or equivalent).
