Job descriptionProduce and maintain solution architecture artifacts : conceptual, logical and physical architecture, integration diagrams, data flow, interface specifications and architecture decision records. Develop comprehensive work estimates (labor hours by skill category), resource requirements, staffing schedules and a detailed Work Breakdown Structure (WBS) for proposals and project plans. Create MS Project schedules and / or Agile release plans, establish milestones, deliverables, and resource assignments; Provide sizing / estimation for development, testing, integration, data migration and operational tasks; Coordinate subject matter experts (SMEs), gather technical inputs, and consolidate responses for proposals and technical deliverables. Ensure compliance and security considerations are incorporated into architecture and documentation (HIPAA, PHI / PII, NIST / FedRAMP as applicable). Prepare technical sections of proposals, SOWs, technical appendices, RTMs and architecture annexes. Maintain a repository of technical artifacts (Visio / Archi / Lucid / Confluence) and ensure document versioning and traceability. Support delivery transition : create runbooks, operational handover docs, knowledge transfer sessions and runbook / DR / BAU artifacts. 7+ years in IT delivery / architecture or similar technical lead roles; Hands-on experience with solution and enterprise architecture (TOGAF / Archimate familiarity beneficial). Strong experience producing architecture diagrams and technical design docs using Visio / Draw.Io / Archi / Confluence. Proven skill in preparing WBS, resource schedules and MS Project plans; Solid development platform knowledge (.NET / Java / Python / JS and RDBMS) and familiarity with integration technologies (APIs, EDI, MQ). Strong cloud / platform understanding—Azure / AWS / GCP and cloud migration experience. Data engineering and analytics experience including ETL, Spark / Kafka / Databricks or similar is highly desirable. Experience in healthcare interoperability and Medicaid domain (claims, provider enrollment, NEMT, CMS / MITA compliance) is preferred. Excellent technical writing skills—able to produce technical and operational documentation (SSPs, runbooks, SOPs, API specs). Strong communication, stakeholder management and coordination skills—experience as client SPOC is a plus. Certifications : PMP, TOGAF, AWS / Azure Architect, Certified Scrum Master / Product Owner, FHIR certification / fundamentals. Experience with enterprise tools : Confluence, Jira, MS Project, ARIS, LeanIX, or similar. Prior work on MMIS / Medicaid modernization, APD documentation and CMS compliance mappings. Client-facing, proactive, strong written and verbal communication; Detail oriented with a strong sense for traceability, assumptions, and documenting risks / mitigations. Comfortable in fast proposal cycles — able to produce high-quality artifacts under tight deadlines and coordinate across teams.

Role summary
As the Technical Single Point of Contact (SPOC) you will lead all technical documentation and delivery planning activities for proposal responses and project engagements. You will author and maintain architecture artifacts, prepare detailed work estimates and resource plans, build WBS and project schedules, and act as the primary technical liaison between presales, delivery teams, partners, and the client.
