Job Summary
Own the end‑to‑end tendering lifecycle for KhetPe : scan, qualify, craft, and submit winning bids for enterprise and government opportunities. Translate technical capabilities (satellite / AI crop intelligence, irrigation advisory, weather, yield prediction) into compliant, competitive proposals. Orchestrate cross‑functional inputs, de‑risk commercials, and ensure clean handover to delivery.
Roles & Responsibilities
1) Bid Intake & Qualification
Monitor GeM / CPPP / state e‑procurement portals and enterprise RFP / RFQ / RFI channels.
Run bid / no‑bid using fit, competitiveness, risk, capacity, and margin screens.
Create bid plan : owners, milestones, dependencies, and submission checklist.
2) Solutioning & Proposal Development
Partner with Product / Pre‑Sales to shape the technical solution and scope of work.
Craft compliant responses : methodology, architecture, SLAs, delivery plan, assumptions.
Own Q&A, addenda, and pre‑bid meeting notes; track requirement changes.
3) Pricing & Commercials
Build bottoms‑up costing (data, cloud, licenses, delivery, support) and target margin.
Structure pricing (subscription, tiered, outcome‑based) with clear inclusions / exclusions.
Coordinate Finance for approvals; maintain a pricing decision log.
4) Compliance, Risk & Legal
Ensure statutory, technical, and eligibility compliance (experience, certificates, OEM letters).
Flag contractual risks (LDs, IP, indemnity, payment terms); drive redlines with Legal.
Maintain a repository of standard docs : ISO, GST, PAN, NSIC / MSME, past performance, client refs.
5) Cross‑Functional Liaison
Interface with Product, Engineering, Operations, Data, Security, and Finance for inputs and sign‑offs.
Align timelines; unblock dependencies; run daily stand‑ups during crunch periods.
Coordinate partner / OEM quotes and consortium MoUs where required.
6) Submission & Governance
Own portal uploads, formats, e‑signs, BG / EMD instruments, and physical submissions (if any).
Conduct pink / red team reviews; enforce SOP, templates, and version control.
Record clarifications and post‑submission responses until award.
7) Award, Handover & Lessons Learned
Run a formal handover to delivery : signed SOW, schedule, risks, assumptions, commercials, SLAs.
Capture win / loss analysis; update knowledge base, boilerplates, and battlecards.
Candidate Profile & Skill Requirements
Experience
7–12 years in tendering / bids / pre‑sales for SaaS, analytics, GIS / geospatial, or GovTech.
Hands‑on with B2G and B2B complex bids; familiarity with state / central procurement norms.
Track record of on‑time, compliant submissions and multi‑crore awards.
Core Skills
RFP deconstruction, compliance matrices, win‑theme development, and storyboarding.
Costing, pricing models, and margin sensitivity; Excel fluency.
Clear technical writing; turning SME inputs into crisp, evaluable responses.
Stakeholder management; deadline discipline; risk spotting and mitigation.
Domain Knowledge (Preferred)
Agri value chain, FPO / co‑op ecosystems, agri‑inputs, sugar value chain.
Government procurement : GFR, GeM, CPPP, state e‑tender portals; consortium models.
Basics of satellite / remote sensing, weather models, APIs, data privacy and security.
