Job Objective
The objective of this team is to deliver specialized project management consultancy for IT projects within various Ministries, Departments, and State Governments in India. As part of a PMC team, the consultant will guide the full lifecycle of IT initiatives under Digital India and Digital Public Infrastructure (DPI), from initiation to closure, while documenting best practices and ensuring alignment with national standards. This position collaborates closely with NeGD to optimize governance, mitigate risks, and drive successful IT project outcomes.

Primary Responsibilities
Assist NeGD in enhancing IT project lifecycle management through structured consultancy, emphasizing end-to-end processes including planning, execution, monitoring, and closure.
Project Lifecycle Management
- Lead, manage and operationalise the complete IT project lifecycle, ensuring timely execution, budget control, and adherence to Digital India standards from inception through to project handover.
- Formulate project charters, detailed project reports (DPRs), and roadmaps that cover all lifecycle phases, including resource allocation and dependency mapping.
- Conduct regular reviews, risk assessments, and progress tracking using PMO dashboards to maintain project health throughout the lifecycle.
Deliverables
Comprehensive IT Project Lifecycle Management Plan with standardized templates for phases and tools.Monthly and quarterly monitoring reports on IT project progress and lifecycle milestones.Lessons learned reports for completed IT initiatives, focusing on lifecycle improvements.Knowledge compendium on IT project governance and best practices in lifecycle management. Documentation as case studies and sessions for iGOT, Mission Karmayogi.Recommendations for capacity building and process enhancements in IT consultancy.Educational background
Essential :
Bachelor's degree in engineering, Technology, Computer Science
Desirable :
Master's degree in technology, Management, Public Policy, or Digital Transformation preferred.
Experience
Minimum 15 years experience in managing large‑scale government or enterprise digital transformation programs.Proven record of leading multi‑stakeholder digital governance initiatives at the Central or State level.Experience in program governance, inter‑ministerial coordination, and managing multi‑vendor environments.Core Skills
Strategic programme design, execution, and monitoring for government ICT initiatives.Expertise in governance frameworks, performance metrics, and value realization for e‑Governance projects.Strong negotiation, stakeholder engagement, and high‑level reporting skills.Ability to lead a multi‑disciplinary team of consultants and interface with senior government officials.Certifications
Desirable :
PMP / PRINCE2 Practitioner or equivalent.
Preferred :
TOGAF (Enterprise Architecture), ITIL, AgilePM, or Prosci Change Management certifications.
