Position : Head of Quality (Quality Head – ASME U Pressure Vessel Manufacturing)

Department : Quality Assurance / Quality Control

Reports To : Managing Director / Plant Head

Location : [Gujarat Bharuch ]

1. Purpose of the Role

The Quality Head is the custodian of all quality-related activities within the engineering and pressure vessel manufacturing organization. This role ensures that all processes, materials, and finished products conform to ASME Boiler & Pressure Vessel Code (BPVC), ISO 9001, Indian Boiler Regulations (IBR), and client-specific requirements .

The position is responsible for establishing the Quality System Manual (QSM) , leading all inspections (material, in-process, final), qualifying welding procedures and welders, managing documentation for code stamping (ASME U), and ensuring smooth interaction with Authorized Inspectors (AI) and third-party agencies.

The Quality Head is a key leadership role that provides direction to the QA / QC team and is accountable for product safety, compliance, and client satisfaction.

2. Scope of the Role

  • Applies to dishend forming, pressure vessel fabrication, welding, machining, and associated processes .
  • Covers raw material inspection, in-process inspection, final inspection, heat treatment, NDT, and hydro / pneumatic testing .
  • Encompasses client requirements, ASME / ISO / IBR standards, statutory regulations, and project-specific codes .
  • Interacts directly with clients, Authorized Inspectors (AI), third-party agencies, and internal teams to ensure zero deviation in product quality.

3. Key Responsibilities

A. Quality System & ASME Compliance

  • Develop, implement, and maintain the ASME-compliant Quality System Manual (QSM) .
  • Ensure compliance with ASME BPVC, Section VIII Div. 1, Section IX, ISO 9001, and IBR requirements.
  • Act as the official Quality Control Manager (QCM) required under the ASME Certificate of Authorization.
  • Lead preparation and approvals for ASME Joint Reviews and maintain certification validity.
  • Establish and maintain Document Control for quality manuals, inspection reports, WPS / PQR / WPQ, and calibration records.
  • B. Welding & Fabrication Quality Control

  • Approve and maintain Welding Procedure Specifications (WPS) and Procedure Qualification Records (PQR) .
  • Qualify welders and welding operators as per ASME Section IX .
  • Supervise welding activities to ensure adherence to approved procedures.
  • Ensure proper use of welding consumables, traceability, and storage.
  • Verify preheat, interpass, PWHT (Post Weld Heat Treatment) are carried out as per specifications.
  • C. Material Control & Inspection

  • Verify incoming raw materials against Mill Test Certificates (MTCs) and client requirements.
  • Ensure material identification, marking, and traceability throughout the production process.
  • Conduct dimensional checks on blanks, plates, forgings, and fittings before release to production.
  • Monitor forming and machining processes for compliance with drawings and tolerances.
  • D. In-Process & Final Inspection

  • Define and implement Inspection & Test Plans (ITP) with client / AI approval.
  • Carry out inspections during forming, welding, and assembly.
  • Ensure thickness checks, dimensional verification, and profile accuracy at all stages.
  • Conduct hydrostatic / pneumatic pressure tests in accordance with ASME & IBR.
  • Manage final inspection and code stamping with AI presence .
  • E. NDT & Testing

  • Plan and supervise Non-Destructive Testing (RT, UT, MT, PT) .
  • Ensure NDT is performed by qualified Level II / III personnel .
  • Review and approve NDT reports before submission to clients or AI.
  • Coordinate destructive testing (impact, tensile, hardness tests) when required.
  • F. Documentation & Certification

  • Prepare Manufacturer's Data Reports (MDR) as per ASME Code.
  • Complete and submit ASME Forms (U-1, U-2, etc.) for AI approval.
  • Prepare and submit IBR Forms (III, IV, etc.) for government projects.
  • Maintain calibration records for all inspection and measuring instruments.
  • Compile final Quality Dossier for each project before dispatch.
  • G. Client & Third-Party Coordination

  • Coordinate with clients, Authorized Inspectors (AI), and third-party agencies (Lloyd's, BV, TUV, AIA, etc.) .
  • Conduct Pre-Inspection Meetings (PIMs) with clients and inspectors.
  • Address client complaints, deviations, or NCRs with corrective and preventive actions.
  • Provide timely updates and inspection status to project teams and clients.
  • H. Leadership & Continuous Improvement

  • Lead the QA / QC team, welding inspectors, NDT technicians, and quality engineers .
  • Provide training and mentoring on ASME codes, inspection practices, and documentation.
  • Implement Root Cause Analysis (RCA) for quality issues.
  • Drive continuous improvement initiatives in quality and efficiency.
  • Promote a culture of first-time-right and zero-defect manufacturing .
  • 4. Authority & Accountability

    The Quality Head has the authority to :

  • Stop production if processes or products deviate from approved standards.
  • Reject incoming materials, in-process components, or final products if found non-conforming.
  • Approve / reject welding procedures and welder qualifications.
  • Call for additional inspections or tests if deemed necessary.
  • Liaise directly with the Authorized Inspector (AI) on behalf of the company.
  • The Quality Head is accountable for :

  • Compliance with ASME U Stamp certification requirements .
  • Product acceptance / rejection decisions.
  • Maintaining QMS effectiveness and ASME / ISO / IBR compliance .
  • Ensuring timely inspections and approvals for project schedules.
  • 5. Key Performance Indicators (KPIs)

  • Zero major NCRs from clients or AI.
  • Timely completion of inspections and approvals without production delays.
  • Successful ASME Joint Reviews and ISO audits without non-conformities.
  • Percentage of first-time-right welds and products .
  • Compliance level of documented inspection reports and dossiers .
  • Client satisfaction rating on quality performance.
  • 6. Qualifications & Experience

  • Bachelor's Degree in Mechanical / Metallurgical / Production Engineering (Master's preferred).
  • Minimum 12–20 years of QA / QC experience in heavy fabrication, dishend, or pressure vessel manufacturing.
  • Proven track record as Quality Manager / Head in ASME U Stamp certified organization .
  • Deep knowledge of ASME BPVC Section VIII & IX, ISO 9001, IBR, NDT, welding standards, and fabrication processes .
  • Certified NDT Level II / III (RT, UT, PT, MT) and AWS-CWI / CSWIP certification preferred.
  • Experience in handling Authorized Inspector (AI) interactions and ASME Joint Reviews .
