Position Mission :

The Pay & Bill Manager will oversee the complete pay and bill process for UK healthcare clients, ensuring timely and accurate payroll and invoicing in compliance with UK legislation and client requirements. This role requires strong hands-on experience with Merit Sage 200 , Microsoft Excel , and a solid understanding of VMS / MSP healthcare portals .

The ideal candidate will have a background in healthcare payroll management and be confident handling complex data, reconciliations, and communications with clients, suppliers, and internal teams.

Responsibilities :

Key Responsibilities of the role :

  • Manage end-to-end pay and bill operations for UK healthcare staffing, including payroll processing, invoicing, and reconciliations.
  • Process weekly and monthly payrolls accurately using Merit, Eclipse and Sage 200.
  • Validate timesheets and expenses submitted via VMS / MSP healthcare portals such as : NHSP,, De Poel, Liaison, 247Time, TempRE, and Matrix SCM.
  • Prepare, reconcile, and issue invoices as per agreed client schedules and contractual frameworks.
  • Experience working with umbrella, PAYE, and limited company payment models preferred.
  • Manage PAYE, NI, holiday pay, pension contributions, AWR compliance, and RTI submissions.
  • Maintain accurate pay and bill reconciliations and margin reports.
  • Use Microsoft Excel extensively for reporting, data validation, and reconciliation (VLOOKUPs, Pivot Tables, etc.).
  • Collaborate with recruitment, finance, and compliance teams to resolve discrepancies promptly.
  • Ensure data accuracy and compliance with internal controls and HMRC regulations.
  • Provide regular management reports and assist with audits as required.
  • Identify and implement process improvements for better accuracy and efficiency

Essential Functions :

  • Ensure tax compliance by timely and accurate filing of tax returns.
  • Manage client relationships and ensure stakeholder satisfaction with tax services.
  • Stay updated on tax laws and regulations through continuous learning.
  • Develop tax planning strategies to optimize tax positions and minimize liabilities.
  • Qualifications, Experience & Required Skills

    Experience :

  • Minimum more than 5 years’ experience in UK healthcare payroll / pay & bill management.
  • Prior experience working with VMS / MSP portal is mandatory.
  • Strong working knowledge of Merit, Eclipse and Sage 200.
  • Advanced MS Excel and data reconciliation skills.
  • Familiarity with NHS frameworks and UK healthcare recruitment billing cycles.
