Job description

The State Head will have the overall responsibility of identifying partnerships and opportunities

with government, donors and not for profit for replicating our programmes in States of India.

State Head leads development of the programme portfolio, building profile at

regional and State(s) level, for high quality programme implementation and advocating on

issues related to education.

1. Partnerships for Programme & Network Development -

  • To pursue new and manage existing partnerships - governments, donors, thought

eadership forums and civil society organisations effectively.

  • Lead the review, revision and finalisation of the resources for the programmes in line with organisational standards and the State(s) government’s recommendations.
  • Finalise capacity building design and resources for training key stakeholders, including the internal team and any other programme implementation partners
  • Support the State government in collaboration with the ‘Deputy Director - Quality
  • Assurance and Impact’ to ensure programme monitoring framework, indicators, formats

    and protocols for tracking and reporting on Transform Programmes.

  • Anchor thought leadership through the delivery of dissemination events in the
  • State(s) and region to share lessons learnt and encourage replication.

  • Along with the Deputy Director - QI plan and strategise the roll-out of ALT / PARity /
  • FSLP and any other whole school programmes in the state / districts / schools using the

    recommended pathways and always keeping the quality standard in mind

    2. Programme Implementation, technology integration, financial management and

    quality

  • Lead implementation and tracking of Programmes in the States along with integration of technology systems, and integration into high-priority governance processes.
  • Lead internal team and build capacity for high-quality outcome-focused
  • implementation, government liaison, data-based management and systems change

    principles.

  • Identify, manage and support consultants for programme implementation as per
  • agreed terms of reference.

  • Plan and ensure timely support to the State(s) government in the distribution of all
  • teaching and learning resources for training and school-level implementation.

  • Lead planning and delivery of capacity building for government officials, Master
  • Trainers, Head Teachers, teachers and other stakeholders to deliver Programmes

  • Review, analyse and lead reflection on programme progress through data
  • Management Information Systems and update Deputy Director - QI to plan action and

    advocacy initiatives

  • Ensure smooth implementation of activities in the District Education Excellence
  • Centres.

  • Plan, track and report on budget utilisation to DD-QI as per monthly and quarterly
  • milestones;
  • review planned activities and actual expenditure

  • Ensure that partners (such as technical agencies and State education departments)
  • submit programme and financial documents as per the agreement.

    3. Programme Monitoring, Quality Assurance and Reporting

  • Agree on programme monitoring and outcome framework with State(s) government
  • to assess quality of implementation and programme impact.

  • Share progress (programmatic and financial) and key quality concerns with the
  • State Head on a monthly and quarterly basis.

  • Share monthly report to the Deputy Director - Quality Implementation, on the
  • progress, including data on syllabus completion, pre-post assessments, student

    participation, observation reports on teaching practices and status of teaching–learning

    facilities.

  • Ensure timely and high-quality documentation and reporting by consultants.
  • 4. Key Relationships

  • Liaise with the State and District education departments, partner schools and
  • academic / thought leadership institutions.

  • Work closely with the Transform team as part of a mutually supportive team to
  • ensure high-quality and on-time implementation of the project.

  • Maintain regular contact and dialogue with consultants, subject experts and
  • partners to coordinate all programme activities.

    Essential Requirements

    1. A Master’s in Education, Management, International Development or Social Sciences.

    2. A minimum of 5 years’ experience in managing state-wide programmes and grants in

    primary, secondary or higher education or any other human capability building sector in

    partnership with the government.

    3. Demonstrated technical knowledge of the following areas in the context of education :

    education management, in-service and pre-service training, pedagogy, accelerated

    learning programmes, student learning assessments and improvements in the quality of

    teaching and learning.

    4. Experience in developing education resources / research papers, including

    implementation, training, teaching and learning resources.

    5. Experience of leading or being a crucial part of technology-based scaling / adoption

    projects across any human capability building domain.

    6. Demonstrated ability to successfully work with a range of stakeholders, including

    government agencies, community leaders, donors and NGOs on issue-based advocacy

    initiatives.

    7. Experience of managing government partnerships

    8. Technical expertise in STEM or Languages

    9. Exceptional project management, training, writing, public speaking, and data analysis

    skills

    10. Excellent working knowledge of Microsoft Office and rendering tools

    11. Strong management and leadership qualities, including the ability to innovate.

    12. Excellent organisational and planning skills, ability to work in a fast-paced work

    environment and meet deadlines consistently.

    13. The job may require up to 30% of travel to the focus blocks and districts of TS.
