We are hiring for a Proposal Writer role and are looking for candidates with prior experience as a Technical Writer .
We are seeking a motivated and detail-driven Task Order Proposal Writer with at least 6 months of experience supporting proposal efforts for SLED (State, Local, and Education) and international public sector clients . The ideal candidate has worked on RFPs / RFQs / task orders for entities such as FL DMS, TX DIR, Judicial Council of California (JCC), MD CATS+, MHBE, NY OGS, NYC DoITT, and Canadian government opportunities , among others. The candidate must be comfortable interpreting solicitation documents, collaborating across teams, and producing clear, compliant, and compelling proposals under tight deadlines.
Key Responsibilities :
- Analyze solicitation documents (RFPs, RFQs, TORs) for scope, compliance, and evaluation criteria.
- Develop proposal outlines, compliance matrices, and schedules in coordination with proposal managers.
- Collaborate with capture leads, SMEs, and delivery teams to gather technical and management input.
- Write, revise, and format proposal sections, including technical approaches, past performance, staffing plans, and executive summaries.
- Ensure proposals meet client-specific submission standards and compliance guidelines.
- Support internal reviews and implement feedback accordingly.
- Maintain and enhance a proposal content library tailored to SLED and public sector pursuits.
- Manage multiple concurrent proposal efforts under tight timeframes.
Required Qualifications :
Bachelor’s degree in English, Communications, IT, Business, or related field (or equivalent experience).Minimum 6 months of experience in proposal writing for public sector clients.Hands-on experience preparing responses for at least some of the following :FL DMS (Florida Department of Management Services)TX DIR (Texas Department of Information Resources)JCC (Judicial Council of California)MNSITEMD CATS+ and MHBE (Maryland Health Benefit Exchange)NY OGS , NYC DoITT , and other New York State / City agenciesCanadian public sector bidsUnderstanding of SLED procurement methods and agency-specific requirements.Strong writing, editing, formatting, and organizational skills.Proficiency with Microsoft Office and PDF editing tools.Preferred Qualifications :
Familiarity with state-specific procurement portals (e.g., eMaryland Marketplace, Ariba, BidNet, PassPort, Bonfire, PlanetBids etc.).Experience with proposal automation or collaboration tools (e.g., Qvidian).Exposure to IT services, healthcare, education, or infrastructure-related bids.Work Environment :
