To reinforce our dynamic Hydrogen Team and contribute significantly to our business growth, John Cockerill is seeking a highly experienced and technically adept Chief Manager - Proposal Engineering. This pivotal role requires a strong engineering background and extensive experience in capital projects, with a focus on developing comprehensive technical bids for complex hydrogen projects. You'll be the technical backbone of our sales efforts, ensuring innovative, cost-effective, and compliant solutions are presented to clients.
Key Responsibilities :
- The development of bids for Hydrogen projects is handled jointly by a team consisting of a Sales Engineer (commercial aspects) and a Proposal Engineer (technical aspects).
The responsibilities of the Chief Manager - Proposal Engineering include :
Elaboration of a proposal project in its technical aspect from the receipt of the invitation to tender until the contract is awarded :Analysis of the technical specifications of the tender, highlighting relevant information to define equipment (scope of supply, capacity, performance, specific requirements, environmental conditions, general arrangement, …) and services (Studies, installation, start-up, training, …).Creation of innovative solutions to meet customer needs.Coordination with internal experts (electrical, mechanical, thermal, process, instrumentation, quality control …), external equipment suppliers, and project partners.Cost establishment of the solution based on internal engineering, supplier bids, plant PID (Process & Instrumentation Diagram), and General Arrangement.Preparation of the technical offer :
Definition of the scope of supplies and services.Technical specification of the equipment included in the offer.Verification of overall layout and Process PID.Definition of the Performance and guarantee.Definition of clarifications and technical deviations to the call for tender.Update of the technical offer and follow-up of modifications of the estimate according to contacts and clarification meetings with subcontractors, partners, and customers.Identification and management of the risks and opportunities associated with the proposal project, defining mitigation and avoidance strategy.Negotiation with the client for the preparation of the technical documents of the final contract.Promoting role of John Cockerill Group to any potential customer, and promoting your projects to employees, customers, and internal suppliers.Expertise role in your field towards other projects of the entity or the Group.Product / Market watch role for any development likely to bring added value to the Group (field feedback, customers, prospects …).Required Skills & Qualifications :
You possess an engineering background with a master's degree in one of the following fields : mechanical engineering, electromechanical engineering, chemistry, materials processing, electrical engineering, or automation.You have accumulated more than 10 years of experience in technical roles related to capital projects within the Oil & Gas industry.Knowledge of the hydrogen market is a strong advantage, as is professional experience in the role of a Proposal Engineer.Your technical expertise includes proficiency in PLC (programmable logic controller) automation, instrumentation, power transformation, process engineering, mechanics, and electrical engineering.Your professional experience demonstrates skills in cross-functional management through project coordination.You have an entrepreneurial mindset and a strong desire to succeed. You can work independently and make well-informed decisions.Your personality is characterized by qualities such as transparency, integrity, teamwork, proactive problem-solving, adaptability, reliability, and a commitment to professional excellence.You are assertive, charismatic, and possess strong communication skills. You are comfortable in networking and international relations.You are fluent in English , and fluency in French is considered an asset.You are available for short-term assignments abroad when required.Skills Required
