eGov Foundation is a philanthropic mission that exists to improve the ease of living for citizens. Our focus areas are urban, health, sanitation and public finance management. Our mission is to make sure that everyone can access services from their local governments with ease and transparency.
We do this through our core offering DIGIT, an open, interoperable free-to-use digital public good that offers solutions for citizens, first mile employees, administrators, commercial players and policy makers. It is made available to the federal government, states & cities for them to create programs and solutions for their contexts, in keeping with the federal structure of governance in India.
DIGIT is also offered to market actors, so that they can leverage it to build solutions and deliver programs working with governments. In run-time this translates into states, cities and commercials players using the building blocks from DIGIT to tailor solutions and programs that meet their needs and innovating on top of it to solve emerging problems. Over the last 20 years, eGov has partnered with more than 12 countries, 2600 cities in 16 states across India, and more than 2 billion citizens have benefited from our platform.

The Challenge and the Mission
The simple task of movement of money from one level of government to the final expenditure entity can be a lengthy process. The process results in significant delays in funds reaching the last mile; uncertainty for intended recipients; the administrative burden for front-line managers; poor quality of audit and large amounts of unutilised funds. By one estimate, at any given time there is an unspent balance of approximately Rs. 1 lakh crore parked in various bank accounts across the administrative system.
Over the last two decades, the public finance management (PFM) domain has witnessed remarkable transformation brought about by government agencies adopting technology to perform their duties. These digital platforms have successfully harnessed vertical efficiency gains within government departments, leading to benefits in cash management, accounting, streamlining revenue, expenditure, and payments, and improved fiscal accountability.
As these systems become pervasive across the government a new aspiration for governance emerges : information exchange between government agencies across levels. The next wave of digital transformation hinges on the seamless exchange of data between different departments and government agencies, enabled by horizontal interoperability. The exchange of data between different government agencies holds immense potential with several key benefits such as enhanced state capacity : by unlocking revenue generation efficiencies, and improving the quality of government expenditure.
The Public Finance Management (PFM) Mission at eGov aims to improve the capacity of Governments, adapt to dynamic and evolving governance needs, and ensure a functioning and responsive service delivery system by deploying available funds in ways that create and strengthen the enabling environment for businesses and individuals to prosper and stay healthy. This is being done through the creation of the iFIX platform, underpinned by a set of open source specifications that allow seamless exchange of standardised fiscal and service information, to augment governance outcomes.
About the Role
We are looking to hire a highly motivated and passionate individual as Manager / Senior Manager to work with governments and multilaterals, both in India and globally, to drive systemic reforms in PFM through the use of the iFIX (Integrated Fiscal Information Exchange) platform built by eGov. The incumbent should have prior experience in the PFM domain, working with Government projects and / or advisory roles, and should display a self-starter attitude, having the ability to liaise with internal and external stakeholders.
The Manager / Senior Manager for Digital PFM will serve as the domain expert, driving the strategic adoption of the iFIX platform and fiscal specifications across government systems. This role is responsible for creating a compelling narrative around digital PFM transformation, co-creating solutions with government partners, and ensuring that digital platforms address real-world challenges in fund flow, transparency, and data quality. The incumbent should be an effective communicator, displaying excellent written, oral, and presentation skills.
Key Responsibilities
The Manager / Senior Manager will be responsible for creating a persuasive value proposition for eGov’s Digital PFM mission and building a strong narrative for it at both state and Central levels. He / she will also be responsible for leading the adoption of the Digital PFM strategy as part of the engagements with the finance departments and their teams.
A) Drive the PFM domain work at eGov to ensure that both the DIGIT and iFIX platforms, and the fiscal event specifications solve real-world PFM problems :
