Job Title : Proposal Writer – Federal & Government

Location : India

Employment Type : Full-Time

About the Role :

We are seeking an experienced Proposal Writer with a strong background in developing compelling proposals for Federal, State, and Local Government contracts. The ideal candidate will possess exceptional writing, organization, and project management skills, with a deep understanding of the government RFP / RFI / RFQ process.

This role requires close collaboration with business development, solution, and pricing teams to create persuasive, compliant, and high-quality proposals that align with organizational goals and client requirements.

Key Responsibilities :

  • Analyze and interpret RFPs, RFIs, and RFQs from federal and government agencies.
  • Coordinate with internal teams (sales, technical, pricing, and delivery) to gather necessary information for proposal development.
  • Write, edit, and format proposals to ensure clarity, consistency, and compliance with solicitation requirements.
  • Develop executive summaries, technical narratives, management approaches, and past performance sections.
  • Maintain and update proposal templates, boilerplate content, and capability statements.
  • Manage proposal schedules, deadlines, and submission logistics.
  • Ensure all deliverables adhere to agency requirements and company branding standards.
  • Support color team reviews (Pink, Red, Gold) and incorporate feedback into final submissions.
  • Track and manage multiple proposals simultaneously in a fast-paced environment.

Qualifications :

  • Bachelor’s degree in English, Communications, Business, or a related field (Master’s preferred).
  • 3–7 years of experience writing proposals for Federal, State, or Local Government contracts .
  • Proven understanding of Federal Acquisition Regulations (FAR) and government procurement processes.
  • Strong command of MS Word, PowerPoint, and Adobe Acrobat ; experience with proposal management tools is a plus.
  • Excellent written and verbal communication skills with attention to detail.
  • Ability to work independently and manage multiple priorities under tight deadlines.
  • Experience in writing for IT services, digital transformation, or staffing proposals preferred.
  • Preferred Skills :

  • APMP (Association of Proposal Management Professionals) certification is a plus.
  • Experience with GSA schedules, IDIQs, BPAs, and GWACs .
  • Strong understanding of technical and management proposal sections for government bids.
