JOB DESCRIPTION OF HEAD ENGINEERING & MAINTENANCE AND QUALITY MANAGER (POST HOLDER)

1.0 JOB PURPOSE
The role combines responsibility for Engineering & Maintenance (E&M) and Quality Management. The incumbent ensures that Quikjet Cargo's aircraft remain airworthy, safe, and compliant with DGCA and international aviation standards. The position also safeguards independent oversight of continuing airworthiness functions through a Quality Monitoring Program. The role is also accountable for building and developing the team, planning for future growth, and ensuring that all technical contracts are effectively managed, monitored, and achieved at the most efficient cost.
2.0 KEY RESPONSIBILITIES
2.1 HEAD OF ENGINEERING AND MAINTENANCE (E&M)
- Ensure compliance with DGCA CAR-M, CAR-145, AOC requirements, and company policies.
- Establish organisational structure, staffing, and resources for E&M.
- Build, mentor, and develop the engineering team to meet current and future business needs.
- Manage maintenance programs, AD / SB compliance, rectification of defects, weight & balance, and record-keeping.
- Liaise with OEMs, lessors, and maintenance contractors for technical support and warranty.
- Manage the fleet Reliability Program and dispatch reliability.
- Oversee engineering IT systems (e.g., ENGRAVE, Boeing Fleet Management).
- Ensure training and competence of engineering staff.
- Implement SMS within the E&M function.
- Prepare and manage E&M budgets, ensuring cost efficiency without compromising safety.
- Manage and negotiate technical contracts, ensuring value for money, performance monitoring, and achievement of cost-efficient outcomes.
- Promote a culture of safety, teamwork, and continuous improvement.
2.2 QUALITY MANAGER (QM)
Establish and maintain the Quality Monitoring Program for CAMO and maintenance functions.Ensure independence of the Quality function and direct escalation to the Accountable Manager.Manage audits (internal, subcontractor, supplier) ensuring impartiality by using Quality staff not auditing their own work.Manage Corrective and Preventive Action (CAPA) systems : root cause analysis, corrective measures, preventive controls, and effectiveness checks.Approve manuals, procedures, and maintenance program amendments.Conduct Airworthiness Reviews and occurrence reporting to DGCA.Provide independent advice to the Accountable Manager on compliance and safety.Retain authority to recommend suspension of activities if safety / airworthiness is compromised.Prepare and manage the Quality budget.3.0 GOVERNMENT LIASONING
Liaise with DGCA, BCAS, and other regulatory authorities.Monitor regulatory changes and ensure timely updates.Represent the company in industry and policy forums4.0 SAFETY ACCOUNTABLITIES
Serve as SMS Manager (E&M), integrating maintenance-related risks into the company SMS.Promote hazard reporting and trend monitoring.Ensure safety training and awareness within the department.5.0 BUDGET CONTROL
Develop and monitor budgets for E&M and Quality separately.Collaborate with Finance SSC for reporting and analysis.Ensure expenditures remain within approved allocations.Manage technical contracts with third parties, ensuring effective monitoring, performance evaluation, and cost optimisation.6.0 KEY PERFORMANCE INDICATORS
E&M : - Technical Dispatch Reliability ≥ 99% - AOG rate
Quality Management : - Audit plan completion : 100% annually - Audit finding closure : ≥ 100% on time - CAPA effectiveness : ≥ 95% (no recurrence) - Occurrence reporting : 100% on time to DGCA - Supplier / subcontractor compliance : ≥ 95% on time revalidation - Regulatory compliance : Zero Level 1 DGCA findings
Qualifications & Requirements
Licensed Aircraft Maintenance Engineer (DGCA CAR-66 / equivalent).Minimum 15 years' experience in aircraft maintenance, with at least 5 years in a senior leadership role.Demonstrated experience managing CAR-M / CAR-145 compliance.Proven track record in Quality Management, CAPA, and contract / vendor management.Strong knowledge of DGCA regulations, ICAO Annex 19 (SMS), and international maintenance standards.Leadership, communication, and decision-making skills.Reporting Structure
Head of E&M : Reports to COO.Quality Manager (Post Holder) : Reports to Accountable Manager (CEO).Note : This dual-role postholder appointment requires balancing operational leadership (Head of E&M) with independent oversight (Quality Manager). Safeguards are in place to ensure impartiality of audits, CAPA effectiveness, and direct escalation to the Accountable Manager.
