Accountabilities
Resource Planning & Allocation :
- Oversee the allocation and scheduling of resources, including dry dock, fit-out berths, fabrication bays, blasting & painting cells, manpower, materials, and equipment, to ensure efficient operations.
- Coordinate with project planners, the maintenance team, and various departments to align resources with project requirements and timelines.
- Provide regular reports and updates to senior management on resource utilization and potential bottlenecks.
- Regularly update and adjust resource allocation plans based on project progress, unexpected delays, and changing priorities.
Planning for Existing Projects :
Formulate long-term and short-term plans to optimize shipyard operations and resource utilization.Prepare a Macro Plan, identifying workloads in each production section, month-wise efficiency norms, and stage-wise lead times.Distribute the Micro Plan to production, design, maintenance, quality, and supply chain management teams.Conduct discussions with relevant departments to finalize the Macro Plan, ensuring clear agreement on monthly targets.Asset Utilization Optimization :
Monitor the usage of large assets and resources to ensure high utilization rates.Conduct utilization analysis for dry docks, fit-out berths, and fabrication areas to identify and resolve under- or over-utilization issues.Propose and implement process improvements for resource scheduling and allocation, reducing idle time for key assets.Coordination with Project Teams :
Collaborate with project managers, production teams, and department heads to align resource plans with project milestones and requirements.Communicate resource availability and constraints to stakeholders, facilitating adjustments to schedules and plans.Act as a liaison between production and support teams to resolve resource-related conflicts.Tracking & Reporting :
Maintain accurate records of resource allocation and utilization, including asset schedules and reassignments.Generate regular reports on resource usage, allocation efficiency, and potential shortages affecting timelines.Present utilization data, forecasts, and planning insights to project managers and senior management.Risk Management & Contingency Planning :
Identify risks related to resource availability, such as equipment breakdowns or manpower shortages, and develop mitigation strategies.Create contingency plans to manage unexpected demands or disruptions.Collaborate with maintenance teams to schedule preventive maintenance for critical assets.Interactions and Working Relationships
Internal :
Head Central Planning : Regularly report on resource allocation status, usage metrics, and challenges.Head of Planning & Program Management : Provide updates and insights on asset utilization for strategic planning.Production & Department Heads : Coordinate with department heads to align resource allocation with operational needs.Maintenance & Engineering Teams : Collaborate to schedule upkeep of assets and minimize downtimes.External :

Preferred Qualifications :
Bachelor’s degree in Engineering, Industrial Management, or a related field.Master’s degree or certifications in Resource Planning, Operations Management, or Project Management are advantageous.Training or certification in advanced planning tools or asset management is preferred.Preferred Experience :
Over 10 years of experience in resource planning, asset management, and operations planning within the shipbuilding industry.Functional Competency :
Resource Planning Expertise : Strong understanding of resource allocation, scheduling, and optimization.Analytical & Problem-Solving Skills : Ability to assess demands, analyze data, and make informed decisions.Communication & Coordination : Effective interaction with teams and stakeholders for resource alignment.Risk Management : Skilled in identifying and mitigating risks related to resource availability.Financial Acumen : Knowledge of cost control and budget alignment in resource allocation.Technical Proficiency : Proficiency in ERP systems, project planning tools (e.g., Primavera, MS Project), and advanced MS Excel skills.
