Procurement and Contracts Manager (Construction Experienced) Job role based in Libya

Our client is looking for a Manager, Procurement and Contracts to join their team in Benghazi, Libya to lead the end to end procurement operations and contract management.

Key Responsibilities will Include:

• Develop and execute procurement strategies that drive cost savings and operational efficiency.
• Manage the full procurement lifecycle including sourcing, tendering, supplier evaluation, and contracting.
• Oversee the drafting, review, and execution of contracts in line with legal and regulatory standards.
• Establish strong supplier and vendor relationships to maximize value and minimize risk.
• Lead negotiations for high-value contracts, ensuring favorable commercial terms and compliance.
• Conduct cost-benefit analysis, spend assessments, and procurement risk evaluations.
• Ensure procurement activities align with internal policies, sustainability goals, and compliance frameworks.
• Monitor supplier performance using SLAs and KPIs and implement continuous improvement initiatives.
• Utilize ERP systems and data analytics to streamline procurement processes and reporting.
• Resolve procurement-related disputes and ensure smooth contract lifecycle management.

Who we're looking for:

• Must have a bachelor's degree in supply chain or related field.
• Must have 8 years of experience in procurement and contracts management.
• Proficiency in ERP procurement modules and procurement automation tools.
• Strong negotiation, communication and stakeholder management skills.
• Strong understanding of legal, regulatory and compliance requirements in procurement.
