Key Responsibilities :
- Analyze Requests for Proposals (RFPs) and related documents from U.S. federal agencies (e.g., DoD, DHS, GSA) and SLED agencies to develop winning proposals.
- Lead and coordinate the full proposal development lifecycle, including outline creation, content planning, writing, editing, and final submission.
- Collaborate with subject matter experts, technical teams, and business development to gather information, define win themes, and ensure proposal accuracy.
- Ensure all proposals are fully compliant with agency requirements, Federal Acquisition Regulations (FAR), and adhere to specific formats and instructions.
- Well acquainted with the elements and features of complex proposals for state and federal contracts and be a strong voice in how to best position company for those opportunities.
- Develop, revise, and maintain content to build custom and compliant sales proposals which include responses to RFPs / RFIs / RFQs and proactive sales proposals.
- Conduct interviews and information gathering sessions with various subject matter experts and convert data to proposal quality technical response approaches in an iterative manner.
- Analyze RFP requirements, assemble an appropriate response team, allocate team resources, delegating responsibilities to ensure that the response is submitted by the deadline.
- Edit proposal language to ensure incorporation of strategic themes as well as compliance with proposal requirements and RFP requirements.
- Maintain a library of proposal content and templates, updating to reflect best practices and lessons learned from previous submissions.
- Conduct reviews and edit proposals for clarity, consistency, and compliance.
- Track and manage multiple projects under tight deadlines.
Required Qualifications :
Bachelor’s degree or higher in Information Systems, Information Technology, Computer Science, or other related disciplines.Minimum 5 years of direct experience writing and submitting proposals to U.S. public sector clients, particularly federal and SLED agencies.Demonstrated success responding to RFPs from agencies such as DoD, GSA, HHS, DOE, state governments, municipalities, public universities, and K-12 school districts.Thorough understanding of proposal best practices, compliance requirements, and evaluation criteria for public sector contracts.Excellent written and verbal communication skills with strong attention to detail.Proficiency with MS Office Suite and content management software.Ability to handle multiple proposals simultaneously and work effectively under deadline pressure.Preferred Qualifications :
APMP Certification or equivalent.Experience with capture planning or business development for public sector contracts.Familiarity with procurement portals (e.g., Grants.gov, SAM.gov, state bid systems).
