Senior Lead Pip, Tnk & Pres Vesl

1) Job Purpose

To provide technical leadership and oversight in the design engineering and execution of piping systems tankages and pressure vessels for large-scale greenfield and brownfield projects. Ensure the selection of appropriate technology vendors and equipment while adhering to safety quality and sustainability standards. Collaborate with the project team to ensure timely execution of mechanical work cost control and adherence to project specifications. Support the Head of Mechanical Projects in managing project risks and resolving critical site issues while maintaining project integrity and ensuring seamless integration with existing systems.

1. Conceptualization and Basic Engineering Review and Validation

• Defining scope design basis specifications and standards for all mechanical packages.
• Infrastructure Planning: Identify and validate mechanical infrastructure and facility requirements aligned with project goals.
• Engineering Validation: Review and approve key deliverables including layouts P&IDs PFDs datasheets and specifications ensuring compliance with safety environmental policies and advanced technologies.
• Collaborative Input: Drive HAZOP studies evaluate critical specifications.
• Performance Standard: Establish and validate performance guarantee parameters ensuring alignment with strategic objectives.

1. Budget Tendering & Ordering support

• Cost Estimation: Guide Project teams in identifying pre-project activities infrastructure requirements and mechanical scope for accurate project cost estimates and budget proposals.
• Vendor Engagement: Recommend suitable vendors for budgetary offers and assist in ensuring comprehensive technical clarifications.
• Budget Validation: Review and validate project budgets and mechanical package estimate to ensure alignment with project goals.
• Document Review: Validate critical datasheets BOQs and consultant/vendor submissions to ensure accuracy and adherence to specifications.
• Technical Bid Oversight: Participate in pre-bid meetings provide vendor evaluation support and validate Technical Bid Evaluations prepared by the site team.

1. Detail Engineering Review and Validations

• Strategic Oversight: Provide guidance and strategic inputs to site project Mechanical teams for ensuring detailed engineering is aligned with project goals including safety sustainability and cost optimization.
• Coordination: Oversee and mentor the site project team to ensure comprehensive review and validation of all mechanical engineering aspects.
• Design Alignment: Steer discussions with detail engineering consultants to ensure designs meet technical requirements operational ease and long-term reliability.
• Document Validation: Direct the review and validation of key engineering deliverables such as datasheets specifications BOQs and drawings received from consultants vendors and technology partners.
• Piping Systems & Static Equipment: Oversee validation of layouts and detailed designs for piping systems static equipment (e.g. tanks vessels heat exchangers) ensuring compliance with national and international standards.
• Utility Systems: Ensure comprehensive review of engineering for utility packages including compressed air cooling towers HVAC driving adherence to performance quality and safety benchmarks.
• Interface Engineering: Validate take-over points and interface designs to ensure seamless integration with existing systems.
• Inspection & Testing: Approve inspection/testing protocols for mechanical packages and provide inputs to enhance robustness and compliance.
• FAT Oversight: Guide and review Factory Acceptance Testing (FAT) activities ensuring alignment with project deliverables and technical specifications.
• Support to Site Teams: Provide proactive guidance to site mechanical teams for addressing critical design challenges ensuring smooth execution of detailed engineering deliverables

4) Cost Control

• Ensure adherence to project timelines budgets and quality standards by mentoring direct reports and guiding site mechanical teams to mitigate schedule and cost overruns.
• Provide oversight for change management during installation and commissioning to maintain cost and quality integrity.
• Collaborate with Sr. Leads to implement effective cost-control measures and drive excellence across all mechanical packages.
• Support the development of cost benchmarks for mechanical packages to optimize budgeting accuracy and efficiency.
• Ensure consistent tracking and reporting of costs including resource utilization to facilitate informed decision-making at the project and corporate levels.

5) Quality control & safety compliance

• Establish and oversee robust Quality Control (QC) and Quality Assurance (QA) systems ensuring compliance with corporate standards.
• Govern documentation processes including quality records billing documentation field measurements and change management logs.
• Review quality compliance during supply installation and commissioning addressing deviations to maintain standards.
• Provide commissioning oversight including participation in HAZOP/HAZID studies and ensuring safe efficient operations.
• Validate Performance Guarantee (PG) testing outcomes to meet specifications and contractual requirements.

Essential Technical Competencies

• Proven ability to manage the design and engineering of piping static equipment tankages and utility packages for large greenfield and brownfield expansion projects.
• In-depth knowledge of all aspects of project mechanical and utility systems including technology equipment industry practices estimating/budgeting tendering processes safety and sustainability requirements.
• Expertise in conducting and participating in HAZOP and HAZID studies.
• Hands-on experience in mechanical commissioning ensuring smooth project start-ups.
• Strong understanding of contract language and legal requirements for effective contract management.
• Proficiency in managing execution activities related to mechanical functions including resource planning and quality assurance.
