1. About the Organization and Project

2. Objectives of the Consultancy
- Execute complete de-concretization, grading and stormwater-sensitive infrastructure works (bioswales, borewell, recharge pit, UG tank, pump room, drainage lines and chambers) to enable natural water retention and recharge on site.
- Execute all boundary, security and hardscape works (plot boundary, compound wall and fencing, security cabin, main gate, pathways, curb stone) to secure and define the R.G. site.
- Deliver recreational and community (gazebo, children's play area, outdoor gym, seating, gathering area, open play ground) that make the R.G. usable for the community.
- Complete plantation, electrical, plumbing, painting and drainage works to prepare a fully finished, operational and green public space at the R.G. site.
- Ensure quality-assured, safely executed works with complete documentation (as-built drawings, O&M manuals, testing reports) and maintenance support through the Defect Liability Period.
3. Scope of Work
- Site preparation and enabling works: mobilize manpower, equipment and materials; conduct joint measurements and soil tests ; establish site office, storage and barricading; protect existing utilities, trees and structures during execution. Output: site ready with safety systems in place.
- De-concretization and water infrastructure: break and remove existing concrete, excavate and grade per approved drainage strategy, and construct bioswales, infiltration basins, drainage lines, chambers, new borewell, borewell recharge pit, underground (UG) water tank and pump room. Output: functioning, tested water-sensitive infrastructure per approved drawings.
- Boundary and security infrastructure: construction of plot boundary (10 ft height), compound wall and compound wall fencing, security cabin, toilet and 1 main entry. Output: fully secured and demarcated site perimeter.
- Hardscape and drainage works: construction of pathways (with PCC and paver block), curb stones, biosoil drainage, rainwater line from the existing building. Output: functional circulation and drainage network per approved layout.
- Recreational and community infrastructure: construction of gazebo, children's play area, outdoor gym, seating, gathering area and open playground. Output: publicly usable recreational amenities completed as per approved layout.
- Utilities and finishing works: complete electrical installation, plumbing, and painting across the site. Output: fully serviced, finished site ready for handover.
- Quality control, safety and documentation: conduct material and field tests, maintain measurement books and site registers, submit samples and shop drawings for approval, provide weekly progress reports and photographs, prepare as-built drawings, and ensure worker safety, PPE use and environmentally responsible site practices throughout. Output: complete QA/documentation record and a safely executed site.
- Plantation: supply and planting of trees, shrubs and groundcovers focusing on native trees across the R.G. site as per approved planting plan, including establishment-period watering and maintenance. Output: scientific green cover established across the layout.
4. Duration, Level of Effort and Location
- Contract duration: From 01.08.2026- 31.5.27
- Estimated level of effort: full milestone-based engagement
- Work location: on-site at CTS No. 2B/3, 2B/3/1 to 9 & 4D, Village Mankhurd, Tata Nagar, M/E Ward, Mumbai.
- Travel requirement: No. Works are confined to the project site
5. Required Qualifications and Experience
- Registered civil/landscape works contractor, appropriately licensed for boundary, hardscape, recreational infrastructure and allied civil works.
- Minimum 5-7 years of relevant experience executing civil, landscape and recreational-infrastructure works of comparable scale and value.
- Demonstrated technical expertise in excavation, hardscape, recreational amenities, borewell and water-tank infrastructure, electrical, plumbing and softscape works.
- Prior experience executing recreation ground / public open space development in Slum Rehabilitation (S.R.) Scheme or similar dense urban settlement contexts, ideally in coordination with municipal bodies (BMC) and community stakeholders.
- Capacity to maintain measurement books, submit fortnightly progress reports and invoices referencing the contract/work order number, and to support a final joint walkthrough and handover process.
6. Commercial Terms and Payment Conditions
- Deliverable-based engagement: Payment will be made only upon submission and written acceptance of the relevant deliverable(s).
- Unless specifically approved, taxes, travel, printing, logistics, software licenses, communication, insurance, and incidental costs should be clearly identified as either included in the fee or reimbursable against prior approval.
- No payment should be linked to vague support language without corresponding evidence of work completed.
- Invoices must reference the contract number and be supported by documents required for finance processing.
7. Proposal Submission Requirements
- Technical proposal or statement of interest describing the proposed approach and understanding of the assignment
- Updated CV(s) / team composition
- Relevant work samples or past project experience
- Financial proposal with clear cost break-up and taxes (costs to be split into contract charges and capital costs, as per donor requirements)
- Proposed workplan / timeline, if applicable
- Conflict of interest declaration or NDA or other compliance documents, if requested
8. Selection Criteria:
- Proposals will be evaluated based on technical quality and financial cost.
- IRT may seek clarifications from applicants during the evaluation process.
- IRT reserves the right to modify or cancel the RfP process, reject any proposal, or make no award at its sole discretion.
- Contracts will not be awarded to organisations failing to meet our due diligence criteria.
- All proposal preparation and submission costs shall be borne by the applicant. IRT will not reimburse these costs.
