Pahlé India Foundation (PIF) is a New Delhi-based think-and-action tank founded by Dr. Rajiv Kumar, former Vice Chairman of NITI Aayog. PIF works with central and state governments, multilateral agencies, and institutional partners on policy research, implementation support, and advisory assignments across sectors including tourism, trade, statistics, infrastructure, and governance. PIF's Northeast regional office in Guwahati leads engagement across Assam, Arunachal Pradesh, Tripura, and Meghalaya.
Position Overview
PIF is seeking an experienced procurement and bid management professional to lead PIF's participation in Expressions of Interest (EOIs), Requests for Proposals (RFPs), and tenders floated by government departments, multilateral/bilateral agencies, PSUs, corporates, foundations, and other institutions. This is a specialist, execution-focused role: the person will identify relevant opportunities, manage PIF's registration and eligibility on procurement platforms, and lead the preparation and submission of competitive, compliant bids on PIF's behalf. The role is based in Guwahati but is not limited to the Northeast — the person will support PIF's bidding needs nationally as opportunities arises

Key Responsibiliti
- GeM Portal Management: Register and maintain PIF's profile on the Government e-Marketplace (GeM) as a service provider/consultancy, keeping catalogue/service listings current so PIF is eligible to bid on relevant opportunities floated through the platform
- Service Enlistment & Empanelment (incl. NICSI): Complete and maintain PIF's enlistment and empanelment as a consultancy/service provider with relevant central and state government departments, PSUs, multilateral agencies, and institutional vendor panels — including NICSI empanelment where PIF's proposed engagements involve IT/e-governance-related scope.
- Opportunity Tracking & Pipeline: Continuously track GeM, CPPP (eprocure.gov.in), state e-procurement portals (Assam, Tripura, Arunachal Pradesh, Meghalaya, and others), multilateral agency portals, and sector networks for EOIs, RFPs, and tenders relevant to PIF's mandate; maintain a live opportunity pipeline for leadership review.
- Proposal & Bid Preparation (incl. QCBS): Lead end-to-end preparation of PIF's technical and financial proposals in response to EOIs/RFPs — coordinating with programme teams on technical approach and methodology, assembling team CVs and past-experience references, and preparing compliant cost/financial sheets, including for assignments evaluated on a Quality and Cost Based Selection (QCBS) basis (as well as CQS, LCS, or single-source routes where applicable).
- Bid Compliance & Submission: Ensure every submission meets tender-specific formatting, eligibility, and compliance requirements — document checklists, notarization/attestation, EMD/bid security, digital signature and portal-specific submission protocols — and is filed within deadline.
- Post-Award Contract Support: Once PIF is selected, support negotiation of contract terms, deliverable schedules, and payment milestones with the client department/agency, handing over a clean contract to the programme team for executio
- n.Relationship Building: Build and maintain relationships with procurement/nodal officers in target government departments and institutional donors to get early visibility of upcoming opportunities and pre-bid clarifications
Additional Responsibilities (PIF-specific)
Given the nature of PIF's ongoing engagements, the following are also expected of this role:
- Public Procurement & Evaluation Frameworks: Working knowledge of the General Financial Rules (GFR), CVC guidelines on public procurement, QCBS/CQS/LCS evaluation methodologies, and NICSI processes, so that PIF's proposals are structured to score well against how government and institutional clients actually evaluate bids.
- Finance & Billing Coordination: Coordinate with the Finance function (Ankur Rustogi and team) to ensure invoicing schedules and milestone billing to client departments/agencies are aligned with awarded contract terms, and to help pre-empt billing complications of the kind PIF has encountered on multi-year government assignments.
- Bid Talent Pool & Reference Repository: Maintain an updated roster of PIF's internal staff and external SME/expert profiles, CVs, and past project references, so that bid teams and eligibility criteria (staffing/experience requirements) can be assembled quickly for a given EOI/RFP.
- Documentation & Institutional Memory: Maintain a repository of past proposals, technical write-ups, company profile documents, and financial statements for reuse, reducing turnaround time on future biDS
- Liaison Support: Liaise with district- and state-level government offices, and institutional client teams, on bid clarifications, pre-bid meetings, and presentations, where procurement and government-relations functions intersect.
Desired Qualifications & Experience
- Graduate/postgraduate degree in Business Administration, Commerce, Public Policy, Law, or a related field; additional certification in public procurement or GeM is an advantage.
- 3–7 years of hands-on experience in bid management, business development, or proposal writing for government, multilateral, or institutional clients — ideally within a think tank, consulting firm, PSU, or development sector organisation
- Demonstrated experience registering and bidding on GeM as a seller/service provider, and preparing EOI/RFP responses, including under QCBS or similar evaluation frameworks.
- Working knowledge of GFR, CVC guidelines, and state procurement rules; exposure to Northeast state government processes (Assam, Tripura, Arunachal Pradesh, Meghalaya) is a strong plus.
- Strong drafting skills in English, attention to detail, and comfort working with cross-functional teams (programme, finance, and leadership) under submission deadlines.
- Proficiency in MS Office/Google Workspace; comfort with e-procurement portal interface
