Job descriptionJob Purpose:
The AGM – Purchasing & Outsourcing will be responsible for
strategic sourcing, outsourcing, and supply assurance
of
carbon steel angles and W beams
from domestic rolling mills. The role entails
vendor development, commercial negotiations, mill coordination, quality assurance, and cost optimization , ensuring timely availability of structural steel sections in line with project and business requirements.
Key Responsibilities:
1. Strategic Outsourcing & Procurement Lead end‑to‑end outsourcing of
carbon steel angles, W‑beams,
as per approved specifications and project demand. Formulate sourcing strategies based on
cost competitiveness, mill capacity, lead time, and quality capability . Translate annual and project‑wise requirements into effective procurement plans.
2. Vendor Development & Management Identify, evaluate, and onboard
rolling mills
capable of producing structural steel sections. Establish long‑term sourcing arrangements and framework agreements with key suppliers. Conduct vendor performance reviews based on
quality, delivery, cost, and reliability .
3. Commercial Negotiation & Contracting Lead commercial negotiations covering
price, rolling charges, delivery schedules, credit terms, and penalties . Finalize and approve
purchase orders, contracts, and rate agreements
within delegated authority. Ensure compliance with company procurement policies and governance standards.
4. Mill Coordination & Production Monitoring Coordinate closely with rolling mills to ensure
priority rolling, production adherence, and dispatch planning . Resolve production bottlenecks, rolling deviations, and supply issues proactively. Align mill production schedules with internal project timelines.
5. Quality & Technical Compliance Ensure steel sections conform to
IS / ASTM / EN standards , approved drawings, and mechanical/chemical specifications. Coordinate with QA/QC teams, third‑party inspectors, and vendors for inspection, testing, and certification. Address quality deviations, rejections, and claims with suppliers.
6. Logistics & Supply Assurance Oversee dispatch planning from mills to project sites or stockyards. Ensure timely delivery and proper documentation including
MTCs, test reports, and dispatch documents . Monitor transit risks and resolve logistics‑related issues.
7. Cost Optimization & Market Intelligence Track
steel market trends , rolling prices, scrap/raw material movements, and capacity utilization. Drive cost‑saving initiatives through sourcing mix optimization and volume leverage. Provide market insights and procurement recommendations to senior management.
8. Leadership & Stakeholder Management Guide and develop procurement and expediting teams. Coordinate with
projects, engineering, planning, QA, and finance
for seamless execution. Prepare procurement MIS, forecasts, budgets, and management presentations.
Qualifications:
Education BE / B.Tech in
Mechanical / Metallurgical / Production Engineering MBA / PGDM in
Materials Management / Supply Chain / Operations Experience 15-20 years
of experience in
structural steel procurement or outsourcing Minimum
5 years
in a senior or managerial procurement role Strong exposure to
carbon steel angles and W beams from rolling mills
Skills & Competencies In‑depth understanding of
structural steel sections and rolling mill operations Strong negotiation and commercial acumen Vendor development and relationship management Market intelligence and analytical skills Leadership, decision‑making, and cross‑functional coordination Willingness to travel extensively to mill locations
