Breakthrough is looking for a Senior Consultant – Government Partnerships at Delhi. The role involves leading and strengthening Breakthrough’s work on gender transformative education by closely collaborating with the Chief Thematic Officer and aligning internal teams for effective execution and accountability. It includes building and managing strategic partnerships, engaging with key government bodies, and supporting the scale-up of systems change initiatives across states.

Key Responsibilities:
- Build synergies and work directly with Chief Thematic Officer to lead the development and execution of Breakthrough’s work on systems strengthening and positioning around Gender Transformative Education, with a focus on key government leaders and organisations in the education space. The Senior Consultant will coordinate internally between teams to ensure accountability, strategic alignment, and results.
- Build and manage partnerships and alliances to advance and refine the system strengthening and positioning strategy.
- Provide strategic inputs and support the systems change scale up with state governments as per the organisational expansion plans
- Connect and establish working relationships between Breakthrough and major government stakeholders (like Niti Ayog, Ministry of Education, NCERT etc.) which works on policies and initiatives related to Education
- As a primary external ambassador of the systems change work, represent Breakthrough to key external constituencies. This includes both formal and informal presentations such as making speeches, and attending conferences and other meetings as necessary.
- Share and leverage evidence, engage directly with key stakeholders, cultivate and leverage champions, deploy strategic communications, speak and publish across influential platforms.
- Track and analyse key global policy developments and trends relevant to gender transformative education system
- Help identify new areas of work that the GoI and state governments would like to seek help on from Breakthrough on issues of education and gender.
- Guide the team of Breakthrough in supporting and identifying potential engagement areas with government that would help BT in its role of an agenda setter in the education discourse in India.
Skills, Competencies & Experience Required:
- At least 15 to 18 years of experience working in government, positioning and/or public affairs.
- Knowledge of gender, education and development issues at the global level.
- Ability to work autonomously combined with experience working remotely
- Experience in developing and managing efforts to guide policymakers, NGOs, and other external stakeholders.
- Strong analytical, writing, editing and verbal skills for communicating with broad and diverse stakeholders, including the government.
- Creative, energetic and innovative approach to identifying solutions.
- Effective as a collaborator in complex internal and external organisations.
- Ability to work with efficiency and diplomacy.
- Proven ability to build and cultivate strong relationships with different government departments.
