Senior ICT Engineer (Equipment Specialist)

Project Name: Project for Establishment of Mizoram State Super-Specialty Cancer and Research Centre, Aizawl – Mizoram, India

Location: Salem, Tamil Nadu/ Aizawl, Mizoram, India

Duration: 4 months (Intermittent Input)

Qualifications

• Bachelor's degree in an IT-related field.
• Professional certification in IT Engineering from recognized authorities.
  
  

Overall Professional Experience

• At least 15 years of experience in supporting and managing specialized laboratory or rehabilitation equipment, 5 Projects.
• Preferably 7 years of experience in IT systems for hospitals.
• At least 7 years of experience in the medical or healthcare sector.
• Experience in medical equipment planning and/or procurement, having contributed to at least 2 projects.
• Experience working on Japanese ODA Loan Projects in any sector.
• At least 1 year of experience in SAARC or ASEAN regions (preferable).
  
  

Role & Responsibilities

• Survey and Data Collection
• Lead the survey of the current HMIS/HIS (Hospital Management Information System/Health Information System) situation and gather relevant data.
• Assess equipment, software, staff skills, working conditions, operational efficiency, and management support for the existing systems.
• Review and Assessment
• Review data collection reports, analyze active software systems, and evaluate their implementation success/progress.
• Assess the suitability of current systems for integration into the project.
• Legal and Regulatory Compliance
• Survey relevant laws, Government of India plans, health missions, regulations, and standards.
• Ensure the proposed HMIS aligns with all legal and national requirements.
• Design and Documentation
• Prepare schematic drawings and calculation sheets for hardware, software, training, and operations.
• Develop a schematic design report to finalize study results and assist the facility team leader in obtaining PMU approval.
• Cost Analysis
• Assist the Cost Management Engineer in gathering data on ICT engineering costs, including hardware, software, and related works.
• Calculate material quantities, labor requirements, and prepare the Bill of Quantities (B/Q) and project cost estimates.
• Tender Preparation
• Collaborate with the Tender Document Specialist to draft tender documents.
• Prepare detailed technical specifications for ICT-related work as per the JICA Guidelines.
• Site Inspections
• Attend project site inspections during implementation and completion phases to evaluate ICT work progress and quality.
