Main purpose of the role

As a recognised leader their field, the role holder will contribute to the development of cutting-edge, evidence-based strategies and plans that ensure CIFF India’s work across the Sexual and Reproductive Health and Rights (SRHR) sector achieves transformational and lasting change. By advancing access to quality SRHR services, this role will strengthen maternal health outcomes, reduce preventable mortality, and enable women and girls to exercise agency over their health, education, and economic opportunities.

Develop and manage a high-quality portfolio of investment proposals and active programmes that deliver on SRHR India sector priorities, aligned with the Foundation Strategy, India Plan Team, and the corporate objectives of the CIFF Board.

Independently manage and lead programmes, to shape new initiatives across CIFF’s India SRHR portfolio. It is a fast-paced and diverse role, where contribution is integral to supporting CIFF and its partners in advancing maternal health, gender equality, and women’s economic empowerment.

Role’s responsibilities

This role will be responsible for investment proposition, and portfolio management related to the SRHR pipeline and portfolio in India to deliver our priorities. It will include innovating delivery models and refining execution strategy that accelerates demographic dividends.

Specific domains will include (but are not limited to) :

  • Robust portfolio management – designing and managing a growing and complex   portfolio working to improve the impact of government efforts in India towards FP2030 goals, finding solutions to address the gaps and bottlenecks in the system, with a focus on where the government systems can be supported with innovative models
  • Understanding political economy of SRHR in India, especially for family planning, abortions and self-care, particularly with an aim  to be catalytic and apply cutting edge approaches.
  • Integrate investment approaches with the goals of the SRHR Sector Team, seeking opportunities to collaborate and leverage broader portfolio including improving the health and nutrition of women and children as well as, reducing gender violence and discrimination.
  • Working across the India SRHR portfolio, this role will entail collaborating with the portfolios’ counterparts based in other CIFF locations as well as working closely with the Programme Excellence team and collaborating with the GIRL Capital teams.
  • Work closely with sector directors to build and strengthen critical relationships with the select Government officials across priority States.

Strategy & planning

  • Manage the implementation and development of pipeline investments alongside associated evidence base to ensure it is outcome focused, compelling and effective.
  • Prepare and present high-quality analysis and research, as required, on projects, innovations, emerging and best practices, as inputs into strategic priorities and setting operational plans.
  • Provide support across broader SRHR team strategies as needed, including our efforts on new product introduction and go-to-market effectiveness.
  • Advance the case for self-care in the contraception and safe abortion landscape, particularly through self-injectable contraceptives and medical abortion as self-managed care approaches which influence wider systems change.
  • Programme development, delivery & performance

  • Personally, manage a caseload of live programmes with a value of approximately $ 20 m of and an active pipeline of potential investments, in accordance with the SRHR India strategy and sector priorities.
  • Conduct regular reviews of the progress and performance of programmes under delivery to identify problems and delays, and work with partners to develop effective solutions (escalating to more senior colleagues for support and intervention, where required).
  • Against key corporate and Sector Team indicators and targets, monitor and report internally on the performance of assigned caseload.
  • Apply agreed due diligence and risk management protocols appropriately throughout the development and delivery of proposals and programmes, to ensure the interests and reputation of the Foundation are protected.
  • Conduct structured feasibility analysis on investment proposals, using an appropriate range of methodologies and techniques, to ensure they are based on logical and robust assumptions, which can withstand scrutiny from the ET and CIFF Board.
  • Embed appropriate monitoring and evaluation processes to all proposals and programmes.
  • Work as part of the India SRHR and wider teams, and senior colleagues within the Sector Team, to shape and implement plans for scaling up, replicating or leveraging additional support for successful programmes and initiatives, in accordance with Foundation priorities.
  • Identify opportunities and options for improving processes, procedures and programme management approaches within (and beyond) the team, to support increased organisational efficiency and effectiveness.
  • Provide coaching and mentoring support to colleagues, as required, to help build skills, confidence and capability in particular areas, processes or procedures.
  • As required, collaborate with Portfolio Finance colleagues within the Programme Excellence team to contribute to the management and implementation of cost effective, robust and financially well-structured programmes.
  • Sector knowledge and profile-building

  • Keep abreast of developments within the SRHR and international development sectors, establishing appropriate information gathering networks and channels to deepen professional knowledge and skills.
  • As required (and under the direction of more senior colleagues), work with the Communications team and contribute to the development of thought leadership,  engagement and advocacy materials, to support CIFF’s ambitions to scale-up, mainstream and leverage additional support for its initiatives.
  • Stakeholder and partner management

  • Apply CIFF’s agreed account management approaches in all dealings with programme partners and stakeholders, to ensure productive and professional relationships are maintained in a coordinated and strategic manner.
  • Conduct rigorous evaluation of potential partners, using agreed corporate protocols and techniques, to assess their suitability and credentials for collaborating on CIFF initiatives.
  • Under direction of more senior colleagues, help to develop strategic partnerships to support adoption, replication, co-funding or scaling-up of CIFF programmes.
  • In collaboration with partners, conduct regular reviews of the progress and performance of programmes under delivery to identify problems and delays, and implement effective solutions.
  • With a variety of external audiences, act as a knowledgeable resource about CIFF’s programmes and priority areas.
  • Requirements

    Skills & Experience

  • Sector knowledge - understanding and experience with policy, health systems. Understanding and experience of how these points relate to SRH service delivery preferred.
  • Proven track record and experience of working in and managing programmes that have addressed health inequities, choices, health system strengthening and scaling innovations related to SRHR health in India.
  • Demonstrable experience in analysis and due diligence; policy, planning and program delivery, including field experience, all within the development sector.
  • Knowledge of the evidence bases pertaining to programme design and implementation within in health systems and delivery pertaining to SRHR. Ability to speak and write articulately about programmes for adolescent, women and gained credibility with a variety of audiences.
  • Strong working knowledge of impact measurement and programme monitoring and evaluation.
  • Ability to analyse an organisation’s strength of management, vision and adaptive capacity. Ability to recruit, guide, influence and / or advise management teams to effectively implement programmes.
  • Experience working within government systems and / or experience influencing the policies of government agencies, private sector organizations or donor organisations
  • A self-starter, with resilience, pace, and interpersonal flexibility.
  • An innovative thinker with a pragmatic and solution-oriented mindset
  • Strong influencing skills- Effectively champions and promotes causes in a compelling way to engage the audience
  • Can work towards evidence-based decision making
  • Excellent English written and oral communication skills.

    The salary for this role starts from 3,770,303 INR and is a 12 Month FTC. CIFF operates a hybrid work policy across all locations, which means employees work in the office and some of the time from home. We are happy to provide more information on this as part of the recruitment process.
