Key Role Overview
We are seeking a highly experienced Senior Federal Proposal Strategist to lead our bid capture and win strategies for large-scale US government contracts. Reporting directly to the VP of Business Development, you will be the key architect behind crafting unbeatable proposals, dissecting Statements of Work (SOWs), and navigating the complex world of federal procurement.
Main Responsibilities
- Opportunity Pipeline Mastery : Scout and qualify high-potential deals on SAM.gov, GSA eLibrary, and FedBizOpps, focusing on IT Managed Services (MSP) under 8(a), SDVOSB, and GSA 70 set-asides.
- Bid Strategy Leadership : Develop capture plans, conduct SWOT analyses, and orchestrate team efforts to build winning proposals—from RFP teardowns to final reviews.
- SOW & Compliance Expertise : Author and refine SOWs that align with FAR / DFARS regulations, ensuring airtight compliance while highlighting our IT MSP edge (e.g., cybersecurity, cloud migrations, helpdesk operations).
- Win Rate Enhancement : Collaborate with sales leads to refine pricing strategies, past performance narratives, and oral proposal preparation—aiming for 30%+ win rates on targeted pursuits.
- Market Intelligence & Innovation : Stay ahead of federal trends (e.g., CMMC 2.0, zero-trust architectures) and recommend partnerships to expand our footprint.
- Remote Collaboration : Thrive in a virtual environment using tools like Microsoft Teams, Asana, and SharePoint, with flexible hours to sync with EST stakeholders.
Essential Skills & Qualifications
Proven Track Record : 8+ years in US federal proposal management or GovCon Business Development, with hands-on wins in IT services under SBA 8(a), SDVOSB, or GSA IT schedules. Bonus points for 20%+ personal win rates.Technical Acumen : Deep knowledge of federal acquisition processes, including ORCA / FPDS reporting, price realism, and evaluation criteria. Familiarity with APMP certifications or tools like Privia / Qvidian is a plus.Strategic Mindset : Exceptional analytical skills to translate complex RFPs into compelling narratives; experience in agile proposal development for fast-turnaround deals.Communication Excellence : Flawless business English (written & verbal), with the ability to influence C-suite executives and virtual teams. Comfortable with US time zones (evenings).Candidates must be self-motivated and tech-equipped for secure remote operations (VPNs, encrypted communications). No travel required.
