Role Overview

We are looking for an experienced Techno-Commercial Bid Manager with a strong technical background and hands-on experience in preparing government bids, proposals, and RFP responses. The ideal candidate understands both technology and government procurement , can independently prepare compliant documents, and manage the complete bid lifecycle with minimal support.

Key Responsibilities Bid & Proposal Management

  • Lead the complete RFP / RFI / EOI response process for government and PSU clients.
  • Prepare high-quality technical proposals, bid responses, compliance matrices, BOQs, and solution write-ups .
  • Interpret complex RFP documents and convert requirements into clear, structured proposals.
  • Ensure all submissions are compliant with GEM, NIC, e-Procurement standards.

Techno-Commercial Ownership

  • Translate technical requirements into techno-commercial solution documents.
  • Work independently on technical sections, solution architecture, feature detailing, and project methodology.
  • Prepare pricing sheets, cost breakups, and commercial bid formats with accuracy.
  • Collaborate with internal SMEs only when needed — preference for candidates with strong individual technical capability .
  • RFP Coordination & Governance

  • Manage bid timelines, internal approvals, and stakeholder coordination.
  • Conduct risk assessment, compliance checks, and documentation audits.
  • Handle bid queries, corrigendum responses, and post-bid clarifications.
  • Technical & Presentation Skills

  • Prepare BRDs, SRS / SOWs, project methodologies, and technical narratives.
  • Create compelling presentations, solution decks, and executive summaries .
  • Support bid defense meetings, technical discussions, and client presentations.
  • Market & Tender Intelligence

  • Track government tenders, frameworks, empanelments, and digital transformation initiatives.
  • Maintain a strong understanding of government procurement processes and competitive landscape.
  • Required Skills & Qualifications

  • Bachelor’s degree in Engineering / Computer Science / IT (mandatory).
  • 6–12 years of experience in government techno-commercial bids, proposals, and tender management .
  • Strong understanding of Digital Transformation, Cloud, IT Infrastructure, Software Development Life Cycle.
  • Hands-on experience drafting technical sections, solution write-ups, methodologies, and commercials .
  • Proficiency in MS Office (Word, Excel, PowerPoint) and familiarity with CRM or bid management tools.
  • Excellent writing, documentation, and analytical skills.
  • Ability to work independently with high ownership and minimal technical support.
  • Preferred

  • Experience with large government IT or digital transformation projects.
  • Strong knowledge of GEM procurement workflows.
  • Experience interacting with government departments, PSUs, and ministries.
