Billing Engineer – Refinery Township, BinaJob Description
The Billing Engineer will be responsible for preparing, verifying, and managing all project-related bills and quantities for civil, structural, architectural, and MEP works within the refinery township project. The role requires a strong understanding of construction contracts, quantity measurement, and coordination between site execution, planning, and accounts teams to ensure accurate and timely billing.
Key Responsibilities
- Prepare, review, and certify subcontractor and client bills in line with contractual terms and approved drawings.
- Conduct quantity take-offs, material reconciliation, and rate analysis for all civil, MEP, and infrastructure works.
- Verify and validate measurements from site execution teams for interim and final billing.
- Coordinate with site engineers, planning, and procurement teams to track progress and quantities executed.
- Ensure compliance with project specifications, BOQ, and drawings while preparing RA (Running Account) bills.
- Maintain systematic records of quantities, variations, and extra item claims.
- Support preparation of cost statements, cash flow forecasts, and project financial reports.
- Liaise with clients, consultants, and auditors for verification and approval of bills.
- Assist in reconciliation of client and subcontractor accounts at project closure.
- Ensure adherence to company policies, tax norms, and statutory requirements in all billing activities.
Qualifications & Experience
Bachelor's / Diploma degree in Civil Engineering.Minimum 5–10 years of experience in billing, estimation, and quantity surveying for large-scale industrial or township construction projects.Strong proficiency in AutoCAD, MS Excel, and quantity measurement software.Thorough knowledge of IS codes, BOQ formats, and contract management principles.Excellent numerical accuracy, analytical ability, and documentation skills.Please email your CV to
