Project Brief :
The Public Health Foundation of India (PHFI) serves as a Sub-Recipient (SR) under the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) for the period April 2024 to March 2027, to implement key capacity-building initiatives under the National AIDS Control Program Phase V (NACP-V). The project officially commenced on May 1, 2024.
PHFI is responsible for implementing activities under three major components :
As the SR for the SR Activity Management HUB, PHFI will manage and coordinate sub-recipient activities and provide institutionalized oversight and technical support. This includes performance monitoring, financial management, risk mitigation, and facilitating capacity-building interventions. The HUB plays a critical role in ensuring horizontal integration at the SACS and NACO levels and acts as a central technical agency for strengthening community systems (CSS), DISHA, and community-led monitoring (CLM).
In the Central and North Regions, PHFI will directly implement capacity-building activities in line with the project agreement and work plans. These include training, technical assistance, and supportive supervision aimed at enhancing service delivery in HIV prevention, care, and support. The SR ensures effective resource management, collaboration with the Principal Recipient (PR) and stakeholders, and alignment of programmatic goals across all implementation sites.
PHFI’s role across these three components emphasizes accountability, technical excellence, and a coordinated approach to achieving the goals of the HIV program under GFATM.
Job Summary :
The Capacity Building Expert will play an important role in designing, implementing, and evaluating initiatives aimed at enhancing the skills, knowledge, and capabilities of individuals, organisations, and systems involved in HIV / AIDS prevention and control at the regional level under the Capacity Building (North Region). The key responsibilities will include, but not be limited to, assessment of training institutions; preparing capacity building plans; calculating training load; developing training calendars; coordination with respective SACS / DACS and training institutions for training plans, fund release and submission of UC and SoE; preparing timely reports (monthly / quarterly / annual); mentorship and handholding; management of data and information; and building collaborations with the state and district level stakeholders.
