is preparing a proposal for :

“Technical assistance for ASPIRE-AT programme in Cambodia”

and is searching for experts to support the core team during the implementation of this project.

The

overall objective

of this assignment is to contribute to the development of the agricultural sector in Cambodia and to the support the EIB-financed activities under ASPIRE-AT.

Location : Phnom Penh, Cambodia.

Duration : The intended start date is December 2025 and all components and tasks are expected to be completed within 48 months from the start date.

Key Expert : Expert in Sanitary and phytosanitary services and laboratories for agricultural

analysis

☝️ Qualifications and skills :

University degree in agriculture, chemistry, biology or similar technical discipline.

Demonstrated knowledge in of sanitary and phytosanitary (SPS) standards and laboratories through additional formal training, including in ISO 17025 or equivalent.

Excellent drafting and communications skills.

Fluent in English.

☝️ General professional experience :

At least 10 years of related professional experience, out of which at least 5 years should be of international experience with SPS infrastructure and / or laboratories.

☝️ Specific professional experience :

Should have carried out at least one project related to the implementation of sanitary and phytosanitary (SPS) standards.

Should have carried out at least one project related to planning and / or procurement of a laboratory at the national / central level.
