Evergreen Enterprises and its international arm EVGCPL are leading infrastructure solution providers specializing in Water Supply Projects, Dams, Pipelines, Ground Improvement, and Grouting Works across India and Africa (Ivory Coast, Tanzania, Zanzibar, Liberia, etc.).
We are expanding our operations across the African region and are seeking a dynamic and experienced General Manager – Tendering to lead our tendering, business development, and pricing strategy for large-scale Water & Infrastructure Projects.
Key Responsibilities
Lead the entire tendering process for international water and infrastructure projects (pre-bid, bid, and post-bid stages).
Identify and evaluate tender opportunities in African markets through government portals, funding agencies, and EPC partnerships.
Coordinate with clients, consultants, and internal departments (Planning, Design, Finance, and Execution) for preparing competitive technical and commercial bids.
Review BOQs, contract clauses, and risk analysis ; ensure compliance with tender specifications.
Develop pricing strategies and cost estimation models for water supply, pipeline, pumping, and treatment projects.
Manage correspondence with African government bodies, donors (World Bank, AfDB), and EPC firms.
Oversee preparation of technical submittals, JV / consortium agreements, and prequalification documents.
Support management in negotiation, contract finalization, and project award process.
Maintain tender performance records and build a regional database of suppliers, subcontractors, and clients.
Requirements
Qualifications & Experience
Bachelor’s Degree in Civil / Mechanical Engineering (Master’s preferred).
Minimum 12–20 years of experience in tendering, estimation, or contracts in Water Supply / Pipeline / Infrastructure projects.
Strong exposure to African or International Projects (World Bank / AfDB / UN-funded) preferred.
Proven expertise in costing, contract analysis, and bid documentation.
Excellent communication, negotiation, and leadership skills.
Proficiency in MS Excel, AutoCAD, and estimation / tender management software.
Ability to travel frequently to African project locations when required.
