Role Profile :
Specialized in statutory compliance and labor law management, including contractor governance, wage processing, and employee welfare. Experienced in handling licenses, audits, and government liaison while ensuring timely statutory filings and documentation. Strong focus on process accuracy, compliance tracking, and smooth operational support.
Key Responsibilities :
- 1. Statutory Compliance
- Ensure compliance with all applicable national, state, and local labour laws.
- Maintain and update statutory registers, records, and returns under : Factories Act, 1948, Contract Labour (Regulation & Abolition) Act, 1970, Minimum Wages Act, 1947, Payment of Wages Act, Payment of Bonus Act, 1965, Payment of Gratuity Act, 1972, Maternity Benefit Act, POSH Act, 2013, Child Labour (Prohibition & Regulation) Act, 1986
- Prepare and submit all mandatory returns (Form 21, Form VII, Form XIV, etc.) within prescribed timelines.
- Apply and renew Factory License, Fire NOC, and Certificate of Registration under CLARA.
- Deposit and maintain records for Labour Welfare Fund, PF, ESIC, and Professional Tax.
- File monthly / annual statutory returns (PF, ESIC, PT, Apprenticeship Act, etc.).
- Prepare and submit combined annual return and other periodical reports as per Factory Inspectorate requirements.
- 2. Contractor & Contract Labour Management
- Maintain updated master data of contractors and contract labour in eSparsh.
- Verify statutory compliance (PF, ESIC, Labour License, Bank Payment, Forms A–D, etc.) for all contractors.
- Ensure PF / ESIC numbers are allotted and verified before issuing gate passes.
- Validate wage structures and statutory deductions against manpower POs.
- Ensure timely wage payments (by 7th of every month) and statutory remittances (by 15th).
- Review contractor bills for compliance;
hold up to 30% of manpower cost in case of non-compliance.
Maintain contractor-wise compliance files and ensure readiness for LEO inspections.3. Employee Relations & WelfareConduct employee induction programs and ensure proper joining formalities.Maintain and display statutory information (Standing Orders, emergency contacts, medical details, first aiders, abstracts of Acts, etc.) on notice boards.Issue and process gratuity forms (Form I, Form L) and ensure timely settlement.Coordinate with government authorities and draft replies to official letters and notices.4. Apprenticeship ManagementEnsure compliance with the Apprenticeship Act. Liaise with local ITIs and diploma institutes for sourcing apprentices.Maintain trade-wise and department-wise apprentice records, attendance, contract, and stipend payment records.File statutory returns under the Apprenticeship Act and communicate obligations to all departments.5. Documentation & ReportingPrepare and maintain monthly, quarterly, and annual compliance trackers and reports.Maintain master files for statutory documents, inspection books, and official correspondence.Maintain office copies of communications with authorities (Factory Inspector, Police, ADM, DM, etc.).Share monthly provisions for PF, ESIC, Leave, and Bonus with Admin / Accounts teams.Ensure all bills include required statutory attachments (PF / ESIC challans, Forms A–C, bank statements, etc.).Record SES entries for PF, ESIC, Bonus, and Leave reimbursements.6. Administration & System SupportOversee operation and maintenance of punching / biometric machines.Ensure biometric registration for all newly joined or transferred employees.Update attendance and compliance data in eSparsh regularly.Coordinate with Safety Department for Fire NOC and other statutory renewals.Prepare and release factory holiday calendar and circulars as per schedule.Track and follow up on government letters and ensure timely responses from concerned departments.Coordinate meetings and documentation for statutory committees such as : Works Committee, safety Committee, Canteen Committee, Grievance Redressal CommitteeEnsure minutes are recorded, actions are tracked, and compliance is maintained.Qualification :
MBA in HR with 5+ years of experience in statutory compliance, labor law management, and contractor governance. Skilled in PF / ESIC, wage processing, audits, and ensuring timely regulatory filings and documentation.
