Key Responsibilities

Planning and Execution

  • Prepare detailed cost estimates and comprehensive project budgets
  • Develop bills of quantities and material take-offs based on architectural and structural drawings
  • Update and adjust budgets throughout the project lifecycle, ensuring financial alignment with project goals

Cost Estimation and Budgeting

  • Analyze scope and develop cost plans at concept, design, and execution stages
  • Prepare project-specific cost breakdowns and forecasts
  • Recommend value engineering opportunities to optimize costs without compromising quality
  • Tendering and Contract Management

  • Draft tender documents, BoQs, and contractual agreements
  • Evaluate tenders from contractors / subcontractors and negotiate favorable terms
  • Manage the contract lifecycle, documenting all variations and ensuring compliance with contractual obligations
  • Cost Control and Financial Management

  • Track project costs against budget and generate variance reports
  • Monitor ongoing project expenditures and identify cost-saving opportunities
  • Implement financial controls to ensure adherence to project budgets and timelines
  • Measurement and Valuation

  • Perform site measurements and prepare interim and final valuations
  • Issue monthly payment certifications and valuation reports
  • Verify completed work through physical inspection and document calculations
  • Risk Management and Compliance

  • Identify and assess financial risks; implement mitigation plans
  • Ensure compliance with building regulations, local codes, and statutory requirements
  • Keep up-to-date with construction technologies and industry trends
  • Collaboration and Coordination

  • Liaise with architects, engineers, contractors, and project managers to ensure aligned execution
  • Attend project meetings and provide updates on cost implications and budget status
  • Ensure effective stakeholder communication throughout the project lifecycle
  • Reporting and Documentation

  • Maintain records of all financial transactions and project documentation
  • Submit regular financial and progress reports to senior management
  • Ensure all documentation is complete, accurate, and archived appropriately
  • Post-Completion Activities

  • Prepare final accounts and close out all financial matters
  • Conduct project debriefs to evaluate cost performance and extract key lessons
  • Provide input for future budgeting and planning improvements
  • Professional Development

  • Participate in ongoing training and relevant professional certifications (e.g., RICS, AIQS)
  • Support knowledge sharing within the team and mentor junior staff
  • Stay updated with industry standards, regulations, and best practices

  • Approved change orders with justification and revised cost impacts
  • Updated BoQs and budgets post-variation
  • Financial Reports and Statements

  • Monthly expense and financial performance reports
  • Interim and final payment certificates
  • Final accounts and audit-ready financials
  • Payment Records

  • Vendor payment logs
  • Payment schedules, invoices, and receipts
  • Bank statements and proof of transactions
  • Valuation Reports

  • Work-in-progress valuation sheets
  • Final valuation documentation with measurement support
  • Site Documentation

  • Site inspection and quality control checklists
  • Progress reports (daily, weekly, monthly)
  • Meeting minutes and photographic progress evidence
  • Risk Management Documents

  • Risk assessment reports and mitigation plans
  • Updated logs of actions taken on identified risks
  • Candidate Requirements

  • Bachelor's degree in Quantity Surveying, Civil Engineering, or related field
  • Proven experience in residential / commercial real estate projects
  • Proficiency in MS Excel, AutoCAD, and estimation software (e.g., CostX, Candy)
  • Strong knowledge of contracts (FIDIC, etc.), tendering, and project financials
  • Excellent analytical, communication, and negotiation skills
  • Certification or membership in RICS, AIQS, or equivalent (preferred)
  • Skills Required
