Following the factory's successful commissioning, the role will transition into a permanent leadership position as the EMS Department Head , responsible for the continuous, compliant, and efficient operation, maintenance, and utility management of these critical systems.

Key Responsibilities

Phase 1 : Project Management (Construction & Commissioning)

  • MEP / EMS System Oversight : Serve as the overall project coordinator for the Mechanical, Electrical, HVAC (Heating, Ventilation, and Air Conditioning), and Utility systems (collectively, EMS / MEP) integration within the civil structure.
  • Design Review & Coordination : Review and approve EMS / MEP detailed designs, shop drawings, and installation plans to ensure alignment with civil works, structural capacity, and strict Good Manufacturing Practice (GMP) cleanroom requirements.
  • Contractor Management : Oversee and manage specialist EMS / MEP subcontractors, ensuring quality installation, adherence to project specifications, and strict compliance with local codes and safety standards.
  • Budget & Schedule Control : Manage the EMS / MEP project budget, procurement of long-lead items, and detailed schedule, coordinating tie-ins and shutdowns with other construction disciplines.
  • Commissioning & Qualification : Lead the Testing, Adjusting, and Balancing (TAB) , commissioning, and system qualification (IQ / OQ / PQ) efforts for all critical HVAC, electrical, and utility systems necessary for vaccine production.
  • Documentation : Ensure comprehensive final documentation, including As-Built drawings, Operation and Maintenance (O&M) manuals, and regulatory approvals for all EMS / MEP systems.

Phase 2 : EMS Department Head (Operations & Maintenance)

  • System Reliability : Take full ownership of the factory's EMS / MEP systems, ensuring their 24 / 7 reliability and performance to maintain critical manufacturing environments (e.g., temperature, humidity, differential pressure).
  • Maintenance Strategy : Develop and manage the Planned Preventive Maintenance (PPM) and predictive maintenance programs for all mechanical and electrical assets, optimising for minimal downtime and cost.
  • Utility Management : Monitor and manage the consumption and efficiency of all utilities (electricity, water, steam, compressed air), driving cost-saving and energy-efficiency initiatives.
  • Regulatory Compliance : Ensure all EMS / MEP operations and maintenance activities comply with local electrical, boiler, and factory codes, as well as strict GMP maintenance standards.
  • Team Leadership : Lead, train, and manage the in-house team of electrical and mechanical technicians and engineers.
  • 🎯 Required Qualifications and Skills

  • Education : Bachelor’s degree in Mechanical Engineering is mandatory.
  • Experience : Minimum of 10 years of progressive experience, with at least 3 years directly managing MEP / EMS systems construction and commissioning for industrial or pharmaceutical facilities.
  • Industry Expertise : Proven experience with cleanroom HVAC systems, utility plants (e.g., purified water, WFI, boiler / chiller), and high-reliability electrical distribution is highly preferred, especially in a GMP environment like Injectable pharma or biopharma or vaccine companies.
  • Technical Knowledge : Strong foundation in both Civil Engineering principles and practical knowledge of Mechanical and Electrical system installation and operation.
  • Certifications (Preferred) : PMP (Project Management Professional) or equivalent, and / or relevant certifications in HVAC, electrical safety, or utility operations.
  • Soft Skills : Exceptional leadership, inter-disciplinary coordination, and problem-solving skills required to manage complex construction interfaces and critical utility systems.
