About the Department
Invest India is the National Investment Promotion and Facilitation Agency under the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, Government of India.
Key Responsibilities
- Deep knowledge of Government of India Procurement Rules : Comprehensive understanding and practical experience with GoI procurement frameworks, including General Financial Rules (GFR), GeM (Government e-Marketplace) operations, and relevant circulars / guidelines.
- Tendering and Contracting : Expert ability to draft, float, evaluate, and manage various types of tenders (e.g., Single, Two-Bid, Expression of Interest) in compliance with GoI rules.
- IT Hardware & Services Procurement : Specialised knowledge in sourcing IT infrastructure, software licensing, maintenance contracts, and IT consulting services.
- Deep technical understanding of sourcing essential IT assets, including laptops, switches, routers, video conferencing equipment, servers, firewalls etc. with the ability to define specifications and evaluate technical compliance against organisational and government standards.
- Cloud Solutions Sourcing : Experience procuring various Cloud Computing models (IaaS, PaaS, SaaS), negotiating terms related to data security, scalability, and compliance with Indian data sovereignty / privacy laws.
- Services Outsourcing & Event Management : Expertise in procuring outsourced services, drafting Statements of Work (SOWs), defining performance metrics, and managing contracts for large-scale service needs and professional event organising.
- Vendor / Contract Management : Proven ability to establish and maintain strong vendor relationships, negotiate favorable terms, and enforce contract compliance, including Service Level Agreements (SLAs).
Qualifications
Bachelor’s degree in Engineering, Management, Finance, or a related field. A Master’s degree or professional certification (e.g., CPPP, PMP, or Supply Chain Management) will be an added advantage.Minimum 10+ years of progressive experience in procurement, contracting and vendor management.In-depth understanding of Government of India Procurement Rules, including General Financial Rules (GFR), GeM protal operations.Strong command over tendering processes, including drafting, evaluation, and execution of Single, Two-Bid, and EoI tenders.Proficiency in IT hardware and services procurement, including sourcing of equipment such as laptops, switches, routers, servers, and security appliancesCapability to prepare technical specifications, evaluate bids for compliance, and ensure adherence to organisational and government standards.Strong analytical, negotiation, and communication skills with a results-oriented approach and the ability to manage cross-functional stakeholder engagement.
