Position Summary
- The Strategic Business Developer – Federal Contracting is responsible for driving growth through strategic capture planning, partner development, and teaming execution in the federal marketplace. This role focuses on identifying federal opportunities, developing compliant and competitive teaming strategies, and cultivating long-term relationships with prime contractors, subcontractors, and small business partners to support successful bids and contract awards. The position plays a key role in pre-award acquisition strategy, partner alignment, and pipeline development across federal agencies.
Core Responsibilities : Federal Market & Opportunity Development
Identify, qualify, and track federal contracting opportunities through market research, procurement forecasts, and contract vehicle analysis (e.g., GWACs, IDIQs, BPAs).Analyze RFIs, Sources Sought, Draft RFPs, and final solicitations to inform capture decisions and teaming strategies.Support go / no-go decisions by assessing win probability, competitive landscape, and federal acquisition strategy.Teaming & Capture Strategy
Develop and execute teaming strategies for targeted federal opportunities in alignment with agency requirements, set-aside rules, and acquisition methods.Identify and evaluate teaming partners based on technical capabilities, past performance, socio-economic status, security posture, and compliance history.Lead coordination of NDAs, Teaming Agreements, MOUs, Joint Venture / CTA arrangements in accordance with FAR, DFARS, and SBA regulations.Ensure teaming structures and workshare allocations comply with SBA limitations on subcontractingStrategic Partner Relationship Management
Establish and maintain long-term relationships with federal primes, small business partners, and strategic industry collaborators.Serve as the primary liaison between the company and teaming partners throughout capture, proposal development, and award phases.Represent the company at federal industry days, matchmaking events, pre-proposal conferences, and agency outreach engagements.Reporting & Business Development Operations
Maintain accurate and up-to-date opportunity and partner data in CRM and pipeline tracking systems (e.g., Deltek GovWin, SAM-related tools).Prepare capture briefings, pipeline reports, and partner assessments for executive leadership.Track teaming performance, pipeline conversion, and capture success rates.Required Qualifications
Bachelor’s degree in Business Administration, Management, Public Administration, or related discipline (or equivalent federal contracting experience).Demonstrated experience in federal business development, capture management, or partnering within the U.S. Government marketplace.Strong working knowledge of FAR, DFARS, SBA small business programs, and federal acquisition lifecycle.Proven ability to develop and manage compliant teaming arrangements and strategic partnerships.Preferred Qualifications
Experience with federal set-aside programs (8(a), SDVOSB, WOSB, HUBZone).Familiarity with major federal agencies and contract vehicles (e.g., GSA MAS, SEWP, CIO-SP, Alliant).Experience supporting proposal efforts valued at $5M+ as prime or subcontractor.Capture Management or Federal Business Development certifications preferred.Core Competencies & Skills
