About Pacific Labour Mobility Support Program

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.

This Opportunity

The Welfare Support Senior Manager will be responsible for providing oversight of PLMSP’s activities to support the wellbeing of workers and their families. This will include oversight of PLMSP’s support to Labour Sending Unit (LSU) case management and welfare teams (in both Australia and sending countries), support to Country Liaison Officers (CLOs), delegation visits and the Family Accompaniment (FA) pilot program. The Welfare Support Senior Manager will oversee a team responsible for building the overarching welfare support strategy that connects sending country needs, CLOs, Family Liaison Officers (FLO) and DEWR to deliver fit for purpose welfare support mechanisms.

This is a fixed term opportunity required to September 2028.

The Welfare Support Senior Manager will be responsible for :

  • Provide strategic leadership and performance oversight for the direct reports, ensuring they meet their respective objectives in supporting the wellbeing of workers and their families. This includes coordination and strategic alignment between the Welfare Support Teams, broader within PLMSP and with external stakeholders.
  • Oversee budget planning and management of the Welfare Support Team, ensuring efficient and effective allocation of resources, monitoring expenditure, and ensuring compliance with PLMSP requirements.
  • Oversee the development of the community of care practice across Pacific Island countries and Timor-Leste.
  • Consult, collaborate and influence stakeholders to agree and develop appropriate roles and responsibilities for key actors.
  • Use data and analytics to assess trends of welfare issues, collaborating with PLMSP teams to develop and implement strategies for support.
  • Oversee the strategic engagement with key stakeholders on the FA pilot program including engagement with families, LSUs, Approved Employers, the DFAT and DEWR.
  • Provide support to the FA Manager and team, ensuring effective management of the program, risks and provide strategic guidance and oversight to support risk mitigation and continuous improvement.
  • Provide support to the CLO and Delegations Manager and team, ensuring effective management of risks, CLO budget, delegation visits into Australia and to sending countries and capacity building initiatives.
  • Provide support to the Welfare Support Manager and team, ensuring effective management of initiatives, risks and ensuring continuous improvement of welfare support needs and strategies across the PALM scheme.
  • Work closely with DEWR to ensure alignment and avoid duplication of any PLMSP support to welfare activities.
  • Provide guidance to DFAT and PLMSP leadership on any issues relating to worker and family welfare under the PALM scheme.

We are seeking an individual who has :

  • Tertiary qualifications in social work, human services, social / behavioral sciences, community services or a related discipline.
  • Minimum 5 years' work experience in case management. Background or experience in working in migrant settlement, family support programs or services an advantage.
  • Demonstrated knowledge and understanding of case management frameworks and critical incident management.
  • Demonstrated experience in leading and managing multidisciplinary teams, including performance management, team development, and fostering a collaborative team culture.
  • Experience of working in or with Pacific and Timorese communities.
  • Possession of a strong practice and professional judgement framework, including highly developed risk assessment and intervention planning skills.
  • Demonstrated experience managing budgets and resources to ensure timely implementation of deliverables.
  • Demonstrated knowledge of labour mobility in Australia, including the challenges and issues pertaining to worker welfare.
  • Demonstrated high relationship management skills, including the ability to negotiate for outcomes that are beneficial to clients and communities.
