Job description

A seasoned and results-oriented Technical Project Leader with 12-15 years of progressive experience in end-to-end IT project management, specializing in the government sector . Proven ability to orchestrate complex, concurrent technical projects from initiation to successful closure, consistently delivering within scope, on time, and within budget, with a minimum of 5-7 years directly managing projects for government clients. This includes a growing emphasis on Artificial Intelligence (AI) and Machine Learning (ML) initiatives within the public sector.

Key Responsibilities :

  • Project Leadership & Management :
  • Lead and manage the full project lifecycle from initiation to closure for multiple, concurrent technical projects, with a strong emphasis on government sector engagements.
  • Define project scope, objectives, deliverables, and success criteria in collaboration with stakeholders and government clients.
  • Develop detailed project plans, including timelines, resource allocation, risk mitigation strategies, and communication plans.
  • Monitor project progress, identify deviations from the plan, and implement corrective actions proactively.
  • Manage project budgets, ensuring adherence to financial constraints and reporting on financial performance.
  • Conduct regular project reviews and status meetings with internal teams and external government stakeholders.
  • Ensure all project documentation is comprehensive, accurate, and up-to-date.
  • Methodology Expertise :
  • Demonstrate strong proficiency in various project management methodologies, including Agile (Scrum, Kanban), SDLC (Software Development Life Cycle), and Waterfall, adapting approaches as needed for specific government project requirements.
  • Effectively utilize Jira for project tracking, sprint planning, backlog management, and issue resolution within an Agile framework.
  • Guide and mentor project teams on best practices for each methodology.
  • Government Project Acumen :
  • Possess a deep understanding of government procurement processes, compliance requirements, security protocols, and reporting standards.
  • Navigate complex stakeholder environments typical of government projects, including various ministries, departments, and public entities.
  • Identify and mitigate risks specific to government projects, such as policy changes, regulatory hurdles, and data privacy concerns.
  • Experience in managing projects involving sensitive data and critical infrastructure for government clients.
  • Stakeholder Management & Communication :
  • Build and maintain strong relationships with government clients, internal teams, vendors, and other stakeholders.
  • Facilitate effective communication channels, ensuring clear and concise updates on project status, risks, and issues.
  • Resolve conflicts and negotiate solutions to ensure project success and client satisfaction.
  • Prepare and deliver compelling presentations and reports to senior management and government officials.
  • Team Leadership & Development :
  • Lead, motivate, and mentor cross-functional project teams, fostering a collaborative and high-performance environment.
  • Assign tasks, monitor performance, and provide constructive feedback to team members.
  • Identify training needs and support the professional development of project team members.
  • Quality Assurance & Risk Management :
  • Implement robust quality assurance processes throughout the project lifecycle.
  • Proactively identify, assess, and manage project risks and issues, developing contingency plans.
  • Ensure adherence to industry best practices and organizational standards.

Required Skills & Qualifications :

  • Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field. Master's degree preferred.
  • 12-15 years of progressive experience in IT project management, with a minimum of 5-7 years specifically managing projects for government clients.
  • Proven experience working with and implementing projects using Agile (Scrum, Kanban), SDLC, and Waterfall methodologies.
  • Expert-level proficiency with project management tools, particularly Jira .
  • Demonstrated ability to manage large-scale, complex IT projects within tight deadlines and budgets.
  • Strong understanding of government-specific compliance, security, and data privacy regulations.
  • Exceptional leadership, communication (written and verbal), interpersonal, and presentation skills.
  • PMP, CSM, or other relevant project management certifications highly desirable.
  • Ability to work independently and as part of a team in a fast-paced environment.
  • Strong problem-solving and decision-making abilities.
  • Big 4 Consulting Experience is preferred.
